No, it is not required to register to download the previous year's question paper. You just need to visit the official website of the NTA, the conducting body of the CUET UG examinations. You can access the papers by clicking on the download section. You need to specify there year, exam name, and the paper type. The site does not ask you to enter any other details to download the previous year's question paper.
