This is the case because DSE is a government-funded institution, and local students attend DSE with subsidies under the umbrella of Delhi University.

Most academic events, seminars, and lectures are free to enrolled students, however, each academic department may also offer workshops, or add on certificate courses, which could charge a small participation fee.
