If you spend daily 2-3 hrs for this course you are more than enough to get good marks.

As its a goverment institute they take less fees. My yearly fees is around 6875 and some taxs. If you opt for hostel some more money will be added. Because its a admission through cutoff, you need to be early bird to take admission to the college as seats are limited, cutoff may fluctuate etc. There is huge no of student apply for these college so its better you try to get as early as possible.
