Which is better, IIT Bhubaneswar for mechanical or NIT Surathkal for ECE?

According to the NIRF 2019, IIT Bhubaneswar is ranked at 26, which is a good rank considering it’s a new IIT. The Mechanical Engineering department is quite good at IIT Bhubaneswar.
