The year i joined DTU that was back in 2022, I had to give a total fee of 2,10,00 INR for the first year and it increases every year by around 8-10% for general candidates which is a significant increase and this year that is my 3rd year in college I had to pay around 2,40,000 INR so the fee increase is a lot as compared to previous years. I commute daily, I'm a day scholar so I've not applied for hostel or any PG, the fees above is everything inclusive(academic, labs, development etc) except the hostel.

Complete course would cost somewhere around 9.5 lakh. Additional 2.5lakh might cost for hostel/pg and mess. Students are awarded scholarships based on income ranging from 25% to 100% on tuition fees. Students with annual parents' income of <4.5 lakh can avail scholarship through dtu portal. Also Delhi students can apply for scholarship programs by the Delhi government.

NSIT/DTU is far better than NIT Hamirpur for CSE.
Be it academics, placement, research culture, peer group, exposure, etc. NSIT/DTU will offer better opportunities. These two institutes also have a locational advantage. Due to the favorable location, you can easily get good exposure in the CSE domain. NSIT and DTU both will offer you plenty of opportunities. However, many students prefer NSIT for their small student intake.
Among the above two institutes, for students interested specifically in computer science, JMI CSE should be a better option. But, students having no specific preference in streams should consider Mechanical at DTU.
The table below gives a brief level of comparison among the two departments of the institutes.
