California State University, East Bay offers 10+ scholarships, of which 6+ are accessible to Indian applicants.
The Hayward campus routes most awards through the Pioneer Scholarships Portal. Submitting Cal State Apply early opens access to the full donor pool.
Currency Note: All INR conversions use the live rate of 1 USD = INR 95.40 as of August 2026. A "non-resident tuition waiver" removes the surcharge international students pay on top of the base CSU tuition.

California State University, East Bay Scholarships for UG Students
| Scholarship | Amount | Eligibility for Indian UG applicants | Deadline (2027-28 cycle) |
|---|---|---|---|
| Global Excellence Scholarship | Full non-resident tuition waiver, USD 14,000+ per year (INR 13.36 Lakhs+) | F-1 first-time freshman with 3.3 GPA, or junior transfer with 3.5 GPA; 15 units per semester; financial need | Tentative early April 2027, via Pioneer Portal |
| Global Honors Scholarship | USD 2,900+ (INR 2.77 Lakhs), one year, non-renewable | F-1 UG freshman, transfer or continuing with 3.3 GPA and fewer than 75 semester units | Tentative early April 2027, via Pioneer Portal |
| Pioneer Scholarships (institutional) | USD 300 to USD 3,000 (INR 28,620 to INR 2.86 Lakhs) per award | Admitted or current international UG; F-1 holders restricted to merit-based awards | Tentative April 3, 2027 |
| Study California Scholarship | USD 1,000 (INR 95,400), one time | Continuing F-1 UG showing academic ability, financial need and leadership | Tentative October 2026 |
The Global Excellence award clears the non-resident surcharge for up to four consecutive years. Renewal requires a 3.0 GPA and full-time enrolment each term. Both Excellence and Honors awards flow through a single Pioneer Portal profile.
The portal sits behind the Cal State Apply admission form. Missing the mid-March internal review window usually costs the whole award. Track it apart from the January admission deadline.
Freshmen from Indian ISC, CBSE or state boards should convert their percentage to a US 4.0 scale before applying. Use WES or the CSU internal calculator. A 78 to 80 percent aggregate typically maps to the 3.3 GPA cutoff.
California State University, East Bay Scholarships for PG / Master’s Students
| Scholarship | Amount | Eligibility for Indian PG applicants | Deadline (2027-28 cycle) |
|---|---|---|---|
| Pioneer Scholarships (graduate track) | USD 300 to USD 3,000 (INR 28,620 to INR 2.86 Lakhs) per award | Admitted or continuing F-1 Master’s student; merit-based only | Tentative April 3, 2027 |
| Jane M. Klausman Women in Business | USD 5,000 (INR 4.77 Lakhs) | Women pursuing a business Master’s, minimum 3.5 GPA, third or fourth year of programme | Tentative May 2027 (Zonta district round) |
| Google Lime Scholarship | USD 10,000 (INR 9.54 Lakhs) | PG student with a visible or invisible disability, pursuing computer science or a related tech field | Tentative December 2026 |
| Ritchie-Jennings Memorial Scholarship | USD 10,000 (INR 9.54 Lakhs) | Accounting, finance, business administration or criminal justice PG with fraud examination interest | Tentative February 2027 |
| Axol Science Scholarship | USD 2,000 (INR 1.91 Lakhs) | Biological sciences PG focused on stem cell or neuroscience research | Tentative twice yearly, June and December 2027 |
| R and D Systems Scholarship | USD 1,500 (INR 1.43 Lakhs) | Biology or life sciences PG student with essay submission | Rolling; tentative July 2027 essay round |
Graduate international students do not qualify for Global Excellence or Global Honors. Both awards sit on the UG track only. Master’s candidates should focus on the Pioneer Portal pool and departmental assistantships instead.
The strongest external donor slate covers business, accounting, biology and computer science candidates. Public policy, sociology and communication applicants should combine Pioneer awards with the India-side scholarships covered below.
Reddit Insight: Indian PG applicants report that the Pioneer Portal auto-matches one profile to 20+ open awards. A 20-minute effort covers the widest slate beyond Global Excellence and Honors.
India-Specific Scholarships at California State University, East Bay
California State University, East Bay does not run any India-only institutional awards. Indian students draw on India-based donor scholarships that pay tuition at any accredited US host. The four options below sit outside the Pioneer Portal.
| Scholarship | Amount | Eligibility | Deadline (2027 intake) |
|---|---|---|---|
| Inlaks Shivdasani Foundation Scholarship | Up to USD 120,000 (INR 114.48 Lakhs) covering tuition, one-way airfare, living allowance and health insurance | Indian passport holder, born on or after 1 January 1997, admitted to a top-rated US Master’s; excludes engineering, CS, MBA, medicine | Tentative 31 March 2027 |
| KC Mahindra Scholarship for Postgraduate Studies Abroad | Interest-free loan up to INR 10 Lakhs; top 3 fellows receive INR 10 Lakhs each | Indian citizen with a first-class Bachelor’s from a recognised Indian university, admitted to a US Master’s | Tentative 30 April 2027 |
| JN Tata Endowment Loan Scholarship | Interest-free loan up to INR 20 Lakhs at 2 percent simple interest, repayable over seven years starting three years after study | Indian citizen under 45, minimum 60 percent aggregate in Bachelor’s or Master’s; open to all disciplines | Tentative 29 March 2027 |
| Narotam Sekhsaria Foundation Scholarship | Interest-free loan up to INR 20 Lakhs, repayable within seven years | Indian citizen under 30 with a first-class UG record, admitted to a US Master’s or PhD in most disciplines | Tentative April 2027 |
Inlaks is the strongest full-funding route for CSUEB Master’s applicants in social sciences, humanities and pure sciences. The engineering, CS, MBA and medicine exclusion rules Inlaks out for the campus’s largest Indian cohort. That cohort instead stacks the Global Excellence waiver with a KC Mahindra or JN Tata loan.
These India-side awards close well before US visa interviews at the Delhi, Mumbai, Chennai, Kolkata or Hyderabad consulates. Plan the donor timeline against the Fall 2027 CSU East Bay programme fees to size the funding gap.
California State University, East Bay PhD Scholarships
California State University, East Bay runs one doctoral pathway, the Ed.D. in Educational Leadership. It does not run a research PhD portfolio. Two funding routes are open to Indian doctoral candidates on this track.
| Scholarship | Amount | Eligibility for Indian doctoral applicants | Deadline (2027-28 cycle) |
|---|---|---|---|
| Sally Casanova Pre-Doctoral Scholarship (CSU system) | USD 3,000 (INR 2.86 Lakhs) plus GRE and travel reimbursement | Current CSU Master’s student, including F-1 holders in select cases, planning a PhD at any accredited US institution; minimum 3.0 GPA | Tentative March 2027 |
| Ed.D. Departmental Graduate Assistantship | Tuition offset USD 2,000 to USD 5,000 (INR 1.91 Lakhs to INR 4.77 Lakhs) per semester | Admitted Ed.D. student with department nomination and prior teaching or research work | Rolling, at the point of admission |
Indian applicants targeting a research PhD in engineering, computer science or hard sciences use CSUEB Master’s admission as a bridge. The next step is a doctoral programme at a UC campus or another R1 university. The Sally Casanova award is the standard funded pathway for that transition.
Ed.D. applicants should ask the Department of Educational Leadership about assistantship openings early. Combine the enquiry with the initial programme email. The internal nomination window closes before the CSU-wide admission decision arrives.
A tight Ed.D. assistantship enquiry to the department chair usually covers three items:
External Government Scholarships
Two bilateral government fellowships give Indian applicants a full-funding shot at California State University, East Bay. Both are administered outside the university. Neither is stackable with Global Excellence since both cover full tuition.
| Scholarship | Amount | Eligibility for Indian applicants | Deadline |
|---|---|---|---|
| Fulbright-Nehru Master’s Fellowship (USIEF) | Full tuition, J-1 visa support, round-trip economy airfare, monthly living allowance and health cover | Indian citizen, minimum 55 percent in a four-year Bachelor’s, three years of paid work experience; eligible fields include economics, environmental studies, public health, sustainable development and urban planning | Tentative 14 May 2027 for the 2028-29 cycle |
| Hubert H. Humphrey Fellowship Programme (US State Department) | Full tuition, living stipend, professional development and one-year non-degree study | Mid-career Indian professional with five years of paid work in public policy, public health, journalism or education; Bachelor’s degree required | Tentative 30 June 2027, via USIEF |
Fulbright-Nehru covers a closed field list only. A CSUEB MS in Business Analytics or Computer Science candidate is not eligible even with a strong profile. Public health, environmental science and urban planning applicants at CSUEB match the field list and should treat Fulbright as the ceiling funding route.
The Humphrey Fellowship is non-degree and best fits Indian applicants already three to five years into a public-sector or NGO career. It pairs well with a return to India rather than a US OPT plan.
Reddit Insight: Indian Fulbright applicants report that the three-year paid work rule is checked strictly during the SOP round. Fresh graduates should target Inlaks or JN Tata first. Revisit USIEF after two or three years of Indian work.

California State University, East Bay Scholarships: Frequently Asked Questions
Ques. What is the maximum scholarship stack an Indian undergraduate can win at California State University, East Bay?
Ans. The strongest realistic stack combines three awards. The Global Excellence waiver contributes USD 14,000+ (INR 13.36 Lakhs+). A Pioneer merit award adds up to USD 3,000 (INR 2.86 Lakhs). One external donor scholarship such as Google Lime contributes USD 10,000 (INR 9.54 Lakhs). Total upside sits near USD 27,000 (INR 25.76 Lakhs) per year.
Ques. When should an Indian applicant submit the Pioneer Scholarships Portal for California State University, East Bay?
Ans. The 2027-28 Pioneer Portal opens tentatively in late Fall 2026. The general deadline projects to early April 2027. That timing tracks the 2026-27 cycle, which closed on 3 April 2026. Submit Cal State Apply first, since portal access depends on an active admission record.
Ques. Does the Pioneer Portal auto-consider Indian students for every California State University, East Bay scholarship?
Ans. One profile plus one essay set runs against every open Pioneer scholarship the student qualifies for. That covers Global Excellence and Global Honors with no extra form. External donor scholarships such as Google Lime, Ritchie-Jennings and Axol Science each require a separate application on the sponsor site.
Ques. What GPA does an Indian student need for the California State University, East Bay Global Excellence Scholarship?
Ans. F-1 first-time freshmen need a minimum 3.3 GPA on the US 4.0 scale. Junior transfers from a community college need 3.5. Continuing awardees must hold a 3.0 GPA and enrol in 15 units per semester to keep the four-year renewal active.
Ques. What does the California State University, East Bay Global Excellence Scholarship actually cover?
Ans. The award clears the non-resident tuition supplement. That supplement runs above USD 14,000 (INR 13.36 Lakhs) per year for international students. Base CSU tuition of roughly USD 7,266 (INR 6.93 Lakhs) is not covered. Campus fees, housing, health insurance and books remain the student’s responsibility.
Ques. Do California State University, East Bay scholarships cover Bay Area living costs for Indian students?
Ans. No CSUEB scholarship pays rent or groceries. A shared apartment in Hayward runs USD 900 to USD 1,300 (INR 85,860 to INR 1.24 Lakhs) per month. Indian students typically pair the Global Excellence waiver with on-campus work up to 20 hours per week. Federal CPT becomes available once academic eligibility criteria are met.

- The campus offers breathtaking views of Bay Area, making it a peaceful place to study.
Dislikes
- Outdoor graduation ceremony - The hot sun makes it uncomfortable and visibility is poor for attendees.
- Limited on-campus employment for international students.
- Not enough amount of in-person lectures.
- WhatsApp, Facebook Groups. Challenges faced are not finding people who you can rely on until the lease is signed and you step into the country. I found the WhatsApp groups of the apartment I live in and found people who I would be comfortable with and then formed a group and signed a lease. Make good bonds with the people you want to live with.

- It is on a hill which we have to climb.
- Other than this I liked everything else
- I like everything else other than this
- There are various groups that are there, I joined these groups and got my roommates and my apartment too. There are numerous challenges like finding the apartment in City View because it is near the university if not then we need to find it somewhere down the hill. I would recommend to just keep an eye on the site and find an apartment in City View.

- It was highly recommended university. Fees was affordable. Best for pre medical. Safest surroundings and cool environment. Has many clubs and associations which I connect and belong to.
My university is an example of diversity. Here I have got to seen people from many different backgrounds. I have hardly faced any problem connecting or interacting with people at the start. Resources are super good and available for everyone.
It was near my house when I moved to Livermore and then will transfer to CSU East Bay. But waiting for them to give me an answer. I used to go to Ohlone college but not anymore. The CSU that I'm planning to go to soon is more well known that the other CSU that I wanted to go to. The admission process was easy for me when I applied to the CSU.
Scholarship
There are scholarship opportunities from the school. There is a website guided to the students interested with a required application of a personal statement. After that, you are shown Scholarships specifically related to your major, or also your ethnicity or social status.
The business program is one of the best among the Cal States and the opportunity to go to school in the Bay. I am offered many opportunities and scholarships with financial aid that pays for my tuition and forming expenses.
