I am paying the full fee of 86500 as I couldn't apply for a scholarship. The scholarship is for various reservations like SC/ST, disabled, military, etc. If you get the scholarship you get 50% off which is applied as you have to pay fees for one semester per year. I did not opt for a hostel so I don't have much knowledge about hostel fees.

Tution fee remains the same all over the years for a particular batch but the fee increases by 1000 or 2000 every year for another batch. The total cost of education is 9 lakhs including hostels and tuition fees. mess fee is separate and variable. The scholarship is provided to the single topper of the class and apart from that various scholarships were there for different categories like sc/st, ews, etc. Many companies come here to recruit

You have to pay a semester fee of around 85000 each semester and if you want to stay in a hostel you have to pay a fee of 73000 per year. Many scholarships are available for students like students of lower family income, BPL students, and EWS students also a half fee waiver for all sc st students.
My semester fees were 60,250/yr and a scholarship was provided to one girl and one boy who topped the class every semester and to the student one boy and one girl of every branch based on jee rank. There are many internships and placement opportunities. I got my campus placement in collegedunia.
The fee structure is almost 80 to 90 Thousand per semester. If you want hostel accommodation u have to pay an extra fee of 60k every year. there is a hike of 10 percent every year. Talking about the scholarship, the college has a huge alum has and the college has been successful in pulling off funds for the deserving students. The SC and St students get a full fee waiver, toppers from each branch are also provided with full/half fee waivers. The EWS category also gets various scenes and scholarships from the alums.
Basically i had no liking of predefined preference over this course. This was the best course i could get in this college based on my rank so all i did was that i chose this college and the rest, college did itself. Faculty to student ratio is nice maybe 1:10. Generally Professors have a phd in their respective subjects. There are 2 exams, mid term which is conducted after 2-3 months of start of semester and end term which conducted at the end of semester.

It's difficult to choose one between NIT Kurukshetra Civil and OEC Chandigarh CSE because both branches are different with diverse scopes and opportunities. You will have to consider a lot of parameters while choosing one of these
Personally I will suggest you opt for the CS branch unless you have any specific inclination towards civil engineering or any other branch. The excellent placements of this branch are not the only reason I am suggesting you go for it. The courses taught are rather easy and can be covered through self-study which may not be possible for Civil.
You are aware of the academic situation of most engineering colleges these days. Most professors have no interest in teaching. I believe that if you can get CS in PEC you can also get CS in NIT Kurukshetra. It has a better alumni network so it's a better option than PEC. Civil students will have options like research internships, masters or Ph.D. later, get into IES, etc.
Here is a comparison of a few statistics that might help you further make a well-informed decision.

In the end, your choice of college won’t matter much but how you spent your 4 years will.
The choice must be done purely based on your interest. If you are not that interested in coding and if you take a lot of time to understand the core language, there is no point in opting CS even if it's in high demand. Once you enjoy what you are learning you will succeed in your job position. Otherwise, there is no point in being hung up in a course which you don't enjoy and for four years or even for the rest of your life.

If you don't have a specific preference and you are okay with either CS or civil, then clearly assess college reputation, placement stats, and other opportunities in the respective fields which are briefed out below.
As a branch CSE is on top when compared to Civil. But when you compare PEC and UIET, PEC has an upper hand. Set your priorities straight and opt for the best college for you.
It is difficult to predict with certainty whether you will get admission to PEC Chandigarh for civil engineering with a rank of 30,921 and the outside Chandigarh quota in the spot round. However, here are some points that might help you to understand the admission process:
It is difficult to say whether you will get admission to PEC Chandigarh for civil engineering with a rank of 30,921 and the outside Chandigarh quota in the spot round. However, you can participate in the counseling process and select your preferred course and college based on your JEE Main rank and the availability of seats. If there are any vacant seats available after the previous rounds of counseling, then you might have a chance of getting admission in the spot round.

Overall, while both the colleges offer good education, NIT holds a big brand name. However, factors like location and opportunities come first when in such a dilemma. Also, as you are getting the same branch in both the colleges, choose PEC Chandigarh any day.
Both IGDTUW Delhi and PEC Chandigarh are reputed colleges and are equally good but both these courses are very different from each other.
If you are interested in higher studies and want to do M.Tech or Ph.D., then only opt for PEC civil. The pressure for studies would be less. You also have no restrictions in doing extracurricular activities. Here you can focus on other things besides studies, like on your hobbies or learning and developing a new skill or a new language which can be helpful in your career.
Here’s a brief overview of the courses mentioned in the question.
