New Delhi: IIM Jammu has signed an MoU with Jammu and Kashmir Planning Development and Monitoring Department to establish the Centre for Innovation and Transformation in Governance (CITaG). The CITaG aims to positively change and promote innovation in governance through advanced research, drive education, and collaborative initiatives.
An official from the Indian Institute of Management, IIM Jammu, stated that the MoU aims to empower government institutions, policymakers, and public servants to address complex challenges, drive sustainable development, and enhance the well-being of the UT of J-K.
The MoU was signed by IIM Jammu Director Prof B S Sahay and Administrative Secretary of Planning, Development and Monitoring Department (PD&MD), Mohammad Aijaz in the presence of Dulloo at the Civil Secretariat in Srinagar.
Key Highlights of Centre for Innovation and Transformation in Governance
CITaG will primarily focus on several key areas, including economic transformation by formulating strategies aligned with India's vision of 'Viksit Bharat' by 2047, promoting public-private partnerships (PPP) to strengthen the development process and advancing future-ready governance through capacity building, e-governance and data-driven decision-making.
The center has been conceptualised by integrating the State Institute of Transformation, NITI Aayog, the PPP Cell funded by the Department of Economic Affairs, and the future-ready governance initiative of the J-K Government, the official said.
IIM Jammu will serve as the nodal agency, knowledge partner, and implementing body for the initiative. According to the MoU, IIM Jammu will establish a project management unit to coordinate CITaG activities and provide knowledge support to achieve its vision, mission, and goals.
He explained that the MoU outlines a two-phase implementation plan. Phase I will focus on PPP projects, agriculture and allied sectors, developing new tourist destinations, job creation, and strengthening fiscal positions. Phase II will address infrastructure development, social sectors, IT, and human resource development.
With this collaboration, IIM Jammu and the PD&MD aim to set new benchmarks in governance and innovation, paving the way for prosperity, growth, and sustainable development in the region, the official said.
Views on IIM Jammu and J&K Government Collaboration
Describing the step as significant, Jammu and Kashmir Chief Secretary Atal Dulloo stated that the purpose of the MoU is to work inclusively with all departments for the development of the Union Territory (UT). It will offer a suitable platform and a great opportunity for everyone to accelerate development, he said.
Urging officers to identify key areas and converge all available resources in J-K, Dullo highlighted focusing on areas with "potential to attract industry where they can integrate theory with actionable points."
