Yes, you can get a department change from a BS course to a BTech course at IIT Kanpur. The 2 most important things to consider during branch change are Your CPI and the CPI of those intending for branch change in the same branch you are planning to get shifted to. The yearly fee structure at IIT Kanpur for the General category(B.Tech) was approx. 2.3-2.5lakhs per year during my batch, including tuition fees, hostel charges, and other fees like registration, development, and medical. A one time Caution deposit(10000rs) is refendable. The fee has gradually rise over the years. For SC,ST students tuition fees are fully waived.

For the undergraduate program like b.tech,Fee of every student is approximately 75000 rs per semester for obc and and General category students.other fees like examination, registration,water charges etc included in it.For postgraduate programs (M.Tech) fees is Approximately around 50000 Rs per semester.I iit kanpur offers several scholarship for students.Like in INSPIRE Scholarship students having AIR 10,000 In CML Chemistry physics and mathematics get benefits 30000 rs per semester.In Sports Scholarship having excellence in sports activities get 1000 RS per month

Academics is sometimes too much hectic here

Per semester fees is approximately 1,00,000 in which your hostel and academic fees is included. Your mess and electricity charges are not included in this . If your parental annual invome is less than 5 lakh per annum then you will get a 2/3 fee waiver on your academic fees. Several scholarships such mcm,mess fees,inspire are introduced for students.

grading system is too hard, it depends on professor but mostly its so complicated and grades wont be as we expected

My college wrap up

First time I paid 38,125 rupees in which there is 17,000 rupees registration fees which are refundable after completion of my graduation. The tution fees is 2 lakh rupees per year. This tution fees is waived off 100% for sc and st students and for those whose parental income is less than 1 lakh per annum. The other fees like exam, lab, alum registration, development and maintenance all sums up to round figure 20 thousand rupees. There are four scholarship provided by college. Mcm, inspire, fbm and donor scholarship. One student can avail only one scholarship. Mcm is given on the basis of academic performance and economic background. This includes tution fees waiver and 11 thousand rupees per annum. Fbm scholarship given to school and st students on the basis of parental income which includes mess fees waiver.

Why IIT Kanpur is best

I belongs to SC category so I know about my fees. During admission it charge around 25k. There is no tuition fees for reserved category students. There would a monthly mess and electricity bill. Which cost you around 5k per month. It may fluctuate 3k-7k depending on how many times you buy extras in mess. Rate of mess is around ?85 per day.
