Considering the two options, ECE from IIT Bhubaneswar is a better one. IITs have a brand name and the faculty and atmosphere of an IIT are top-notch, regardless of the branch.

If you are not concerned about the branch, then joining the older IITs like IIT Delhi or IIT Madras is the best option. There you will get better exposure and whichever stream you choose, you will have access to the best minds.

If you like CSE, then you should take it without any doubt. But before making such a big decision, it is important to know the aspects of both. Make sure to study about these branches and take advice from seniors.
It is a crucial phase, you should not hurry up. Instead, take time, know all the facts and then decide on what they want.
One of my friends has studied at DTU and according to her, the atmosphere is amazing there. Everything from Fests, seniors, college life, faculty, the crowd are way better than IIIT Guwahati. In terms of location too, DTU has the advantage of being situated in the centre of Delhi.
You should definitely choose Mechanical at DTU without a second thought. However, if you are worried about branches, then both branches are good.
Well, one of my friends is studying at BIT Mesra and according to him, it is a very good college especially for CSE.
If you want to know about PEC Chandigarh, then ask someone who belongs to that college like a college alumnus or a student studying there. They can provide you genuine information about the college.
Choosing the right college for your undergraduate studies is an important decision and depends on several factors such as your academic interests, location, career goals, financial situation, campus culture, and more.
