There are 4 hostels, one for girls and three for boys. 2 of the boy's hostels are located outside the campus with one being within walking distance while the other one is located around 4.5 km away from the campus with a regular bus being there for transportation needs of the students. The rooms are nice and spacious and have all the required amenities. Mess facilities are available at each hostel with decent healthy food including Veg and Non-Veg Options. One has to opt for Hostel during registration and rooms are allocated based on the ranking. Hostels and Mess Charges are competitive and affordable.
In education, the university does not matter more than your performance and marks. You might have graduated from IIT but your scores might be average. Similarly, you might have graduated from IGNOU and scored much more marks. Your degree from IGNOU can never be a negative aspect in your resume.

Yes, a BCom (A&F)degree from IGNOU is eligible for pursuing CFA. A bachelor's degree with UGC accreditation is considered eligible for level 1 examination. CFA University doesn’t have a list of approved universities.
You can go for CFA course if you are in your final year. There’s a provision that your graduation years and experience in Finance combined should be at least equal to four years. If you are not a graduate but you have four years of work experience in Core Finance, you can go for CFA course as well.

I have a few friends from Tezpur University. According to them, the hostel facilities at the institute are quite good.
Overall, the hostel facilities on TU are decent.
Surgery can’t be read and understood. Also, no matter the number of simulations you run through, practicing on a human body is very different.
Now, with their limited number of beds, these institutions perform complex surgeries through protocol defining procedures. As a resident at these, you won’t perform many surgeries. Also, you’ll have a limited exposure to trivial diseases. On the flip side, you’ll witness some of the best surgeons at work, and access top notch technology. To master surgery, you’ll have to become an SR at these institutions.
But at a decent government college hospital, the volume of patients is very high. As a result, you’ll be pushed into the OT. So you’ll get good practice, under proper supervision. However, at these colleges, protocols take a back seat. You’ll have to compromise with low funding as a resident at these institutions.
I would personally recommend going for a decent government college. But you should choose according to your own preferences.
