MDI Gurgaon offers this one-year public policy course for senior government officers and experienced working people. MDI calls it the Programme on Public Policy and Management. It is a hybrid full-time course with 22 weeks on the Gurugram campus first. Then come 24 weeks of online electives from your office and a last 2 weeks on campus. MDI holds AACSB, AMBA and EQUIS, and NIRF placed it #9 in management in 2025. The self-sponsored fee is INR 16.70 Lakhs. Officers come through DoPT, and self-sponsored students need a CAT, GMAT or XAT score. There is no campus placement, so MDI publishes no pay figure in LPA for this course.
The total fee with a single room is INR 19.70 Lakhs, while the fee without it is INR 16.70 Lakhs. For officers nominated by DoPT the fee is INR 10.34 Lakhs, and the government pays it. You pay the self-sponsored fee in three parts. The first part is due at admission. The single room is your choice and costs extra.
| Fee head | Amount | How it is charged |
|---|---|---|
| First part | INR 4 Lakhs | At admission |
| Second part | INR 6.56 Lakhs | Due in Nov |
| Third part | INR 6.14 Lakhs | Due in Feb |
| Single room | INR 3 Lakhs | Extra, if you choose it |
| Total, no single room | INR 16.70 Lakhs | Full course, self-sponsored |
| Total with single room | INR 19.70 Lakhs | Full course, self-sponsored |
| DoPT officer fee | INR 10.34 Lakhs | Paid by the government |
The 2026 batch is in class, and no 2027 date is out yet. Going by 2026, the DoPT form should open in May 2027 and classes should start in Sep 2027. Watch for the DoPT circular in May, because your office must send your form before its last date.

Officers need at least 5 years of Group A service when the course starts. Self-sponsored students need 50% marks in Class 10, Class 12 and graduation, 5 years of full-time work and a CAT, GMAT or XAT score. If you are an officer, you also need a clean vigilance record and a Very Good grading.
| Requirement | What you need |
|---|---|
| Officers | 5 years of Group A service, All India, Central or State services |
| Service left | At least 5 years after the course ends |
| Self-sponsored marks | 50% in Class 10, Class 12 and graduation |
| Self-sponsored work | 5 years of paid full-time work after graduation |
| Test score | CAT, GMAT or XAT |
Officers send the form through their cadre controlling authority to DoPT, and MDI calls them for an interview. Self-sponsored students apply on the MDI admission page and sit the same interview. If your office sends the form late, DoPT does not take it.
| Step | What you do |
|---|---|
| 1. Send the form | Officers go through the cadre controlling authority; others apply to MDI |
| 2. Interview | MDI calls the students who meet the rules |
| 3. Get the offer | Officers also need vigilance clearance |
| 4. Pay and join | Pay the first fee part and join on the start date |
There is no closing rank for this course, so the cutoff is the 5 years of work you must have. Self-sponsored students also need 50% marks and a test score. MDI then picks students through the interview.
| Route | Minimum to get a call | Test |
|---|---|---|
| DoPT officer | 5 years of Group A service | Interview only |
| Self-sponsored | 5 years of work and 50% marks | CAT, GMAT or XAT, then interview |
There is no campus placement for this course, because officers return to their departments for posting. About 250 officers from 22 ministries and state governments have done it so far. Each officer writes a policy paper for their own ministry or state.
| Metric | Value |
|---|---|
| Campus placement | None |
| Average pay | Not published |
| After the course | Officers return to their department |
| Alumni | About 250 officers from 22 ministries and states |
| Final work | A policy paper for your ministry or state |
DoPT sponsorship takes the whole fee off for officers, so a nominated officer pays nothing. MDI publishes no scholarship for self-sponsored students on this course. Officers also keep getting their pay, because the course counts as duty.
| Scholarship | Who can get it | Amount or waiver |
|---|---|---|
| DoPT sponsorship | Group A officers nominated by their cadre controlling authority | Whole fee |
| Self-sponsored support | Not published | Not published |

The NMP program of MDI is a well-known program that was initiated in the year 1988. The program is best suitable for Young Managers. Coming to the placement part, most of the students choosing this program are sponsored by the company they were working at and hence have to join back their company once their program is completed.
The general placements are also decent with around 70% placement percentage. But placements depend mostly on the knowledge gained and implemented in your job. Your performance throughout the program determines your placement.
The simple answer to your question is no, the new HR programs of IIM Ranchi, NMIMS, or XIMB are not at par with the established ones XLRI, TISS, MDI, and SCMHRD. The established programs especially that of XLRI are the epitome of HR programs. They cannot be compared to the new ones at any given level or parameter.
Now one can say that the curriculum can be replicated and learned faculty can be sought to match the quality of the HR program at these institutes. But the truth is faculty and curriculum are the main but not the only factors that determine an institute's worth. Its own culture, ethics, and background have a lot to do with the programs it offers.
So one cannot match XLRIs programs no matter how much they try.
