Our college offers scholarship on a merit basis that is if you are a top rank holder, it might take one or two years but they definitely give you the scholarship benefits. Also if you come from economically weaker section then also you can apply for scholarship.They take two to three months in checking everything and all but in the end they'd give you the scholarship.
