If you have passed Matriculation you are eligible for taking this course. Before the WBBSE exam, you can find the application on the WBSCTE website tentative time is around January - February. The application fee is under 500. If you want to opt for any Government college from counseling there is a reservation same as other government institutions. A diploma in any trade can be done if you pass the 10th board onwards. Higher Secondary or 12th board passed is more preferable because during diploma you can easily relate to 12th board syllabus. You can take entry into any college after securing a good Rank in JEXPO Exam. There is SAT(Shilpamandira Admission Test), especially for RKMS college. You can take the JEXPO form from any Govt.
