My sister was a UG student at IIT Madras and her senior friend advised her to pack the following:

You should pack light and cool clothes as the climate is usually hot and humid in Chennai.
Pack a raincoat as well because constant rains will not stop your classes and you will have to somehow go to your classes even when it rains.
Pack a few slippers, sandals, and shoes
Your laptop and charger
A smartphone
Electronics such as trimmers and power bank
An ATM card
License and other documents like passport, PAN card, Aadhar Card, etc.

Pack as minimal luggage as you can as you will be shopping from local shops for many basic amenities.
