HPCET 2026 counselling is conducted by Himachal Pradesh Technical University (HPTU) in online mode for admission to B.Tech programmes at government and private engineering colleges across Himachal Pradesh. Round 1 counselling registration and choice filling have commenced on the official HPTU portal in June 2026.
- HPCET 2026 counselling is managed by HPTU (Himachal Pradesh Technical University) and takes place across multiple rounds — Round 1, Round 2, and a Mop-up / Stray Vacancy Round.
- Students who qualified HPCET 2026 or JEE Main 2026 are eligible to participate in the counselling process and compete for B.Tech seats.
- HP domicile certificate is mandatory for seats under the HP State Quota, which covers 65% of total sanctioned seats in HPTU-affiliated colleges.
- The non-refundable counselling registration fee is INR 1,600 for General / OBC / EWS students and INR 800 for SC / ST / BPL / IRDP students.
- Seat allotment is based on merit rank, category, quota eligibility, and the order of choices filled and locked on the counselling portal.
- After receiving a seat allotment, students must report to the allotted institution within the prescribed deadline with all original documents for verification.
What is HPCET Counselling 2026?
HPCET 2026 counselling is the centralised online admission process conducted by Himachal Pradesh Technical University (HPTU) for B.Tech programmes at government and private engineering colleges affiliated to HPTU across Himachal Pradesh. It is the mandatory gateway to any B.Tech seat in the state — rank alone is not enough.
Counselling covers seats distributed across two broad categories: the HP State Quota (65% of total sanctioned seats), reserved for students holding a valid HP domicile certificate, and the remaining seats open to students from any state on an all-India basis. Within each quota, seats are further subdivided by category (SC, ST, OBC-NCL, EWS, PwD) as per HP government reservation norms.
Registering for counselling is mandatory — your exam rank alone does not guarantee a seat. The full process covers online registration, counselling fee payment, choice filling and locking, seat allotment across rounds, online seat acceptance, and physical reporting to the allotted college.
As of June 18, 2026, Round 1 registration and choice filling have commenced on the HPTU counselling portal at himtu.ac.in. Students should register promptly and fill a comprehensive list of college and branch preferences before the choice-locking deadline. The subsequent rounds — Round 2 and the Mop-up / Stray Vacancy Round — will fill seats that become vacant after each stage.

HPCET Counselling Eligibility Criteria 2026
Before registering for HPCET 2026 counselling, confirm that you meet every one of the following conditions. Students who fail to satisfy even a single criterion may have their admission cancelled during document verification at the college — after all other counselling formalities are complete.
- Qualifying Examination: You must have passed Class 12 (or equivalent) from a recognised board with Physics and Mathematics as compulsory subjects, plus one of Chemistry / Biology / Biotechnology / Computer Science as the third subject.
- Minimum Marks in Class 12: At least 45% aggregate marks in Physics, Chemistry, and Mathematics for General / EWS / OBC students. Minimum 40% for SC / ST / PwD students.
- Age Requirement: You must be a minimum of 17 years of age as on December 31, 2026. There is no upper age limit for B.Tech admission through HPCET.
- Valid Entrance Exam Rank: A qualifying rank in either HPCET 2026 or JEE Main 2026 is required. Students who appeared in either of these exams may participate in HPCET counselling.
- HPCET 2026 — General / EWS / OBC: Minimum 25% marks (150 out of 600)
- HPCET 2026 — SC / ST / PwD: Minimum 20% marks (120 out of 600)
- HP Domicile (for HP State Quota): An HP domicile certificate issued by a competent authority in Himachal Pradesh is mandatory to compete for HP State Quota seats (65% of total seats). Students without HP domicile may apply only for the remaining open-quota seats.
- Category Certificates: Students seeking reservation benefits under SC / ST / OBC-NCL / EWS / PwD must hold valid category certificates issued by a competent HP authority. Certificates from other states are not accepted for HP State Quota seats.
- Appearing Students: Students who appeared in Class 12 in 2026 and are awaiting results may register provisionally. Their admission is subject to meeting all eligibility criteria at document verification.
Reservation of Quotas for HPCET Counselling 2026
HPCET 2026 counselling seats are first split between HP State Quota and All India / Open Quota, and then further divided by category within the HP State Quota as per Himachal Pradesh government reservation norms. Understanding your applicable quota and category saves you from wasting choices on seats you cannot compete for.
| Quota / Category | Reservation | Eligibility Condition |
|---|---|---|
| HP State Quota (total) | 65% of total sanctioned seats | Valid HP domicile certificate mandatory |
| All India / Open Quota | Remaining ~35% of seats | Open to students from any state; no domicile required |
| SC (Scheduled Caste) — within HP Quota | 15% | Valid SC certificate from a competent HP authority |
| ST (Scheduled Tribe) — within HP Quota | 7.5% | Valid ST certificate from a competent HP authority |
| OBC-NCL (Other Backward Classes – Non-Creamy Layer) — within HP Quota | 27% | OBC-NCL non-creamy layer certificate from HP authority (current financial year) |
| EWS (Economically Weaker Section) | 10% | EWS income and asset certificate issued by competent HP authority |
| PwD (Persons with Disability) | 5% horizontal reservation across all categories | Disability certificate showing minimum 40% disability from a recognised medical board |
| Beti Hai Anmol Scheme (Female Single Child) | 1 supernumerary seat per institution | Female single child with HP domicile; parental income within prescribed limit |
Category certificates must be valid, current, and issued by a competent authority in Himachal Pradesh. OBC-NCL certificates must be for the current financial year. If your certificate has expired or is from another state, you will be treated as a general-category student for HP State Quota seat allocation. Verify and renew certificates well before the document verification date.
How to Apply for HPCET Counselling 2026?
HPCET 2026 counselling runs entirely online through the official HPTU portal at himtu.ac.in. The full process has five stages. Missing a deadline in any stage means you lose your chance to participate in that round — and since seat numbers reduce after each round, early participation is always better.
Step 1: Online Registration
Visit the official HPTU counselling portal at himtu.ac.in and click on the active counselling registration link. Create a new account by entering your name, HPCET 2026 or JEE Main 2026 roll number, date of birth, mobile number, and a valid email ID. On successful submission, the system generates a unique registration number and sends login credentials to your registered email and mobile. Store your registration number and password safely — these are required for every subsequent step including fee payment, choice filling, and checking allotment results.
Step 2: Counselling Fee Payment
After creating your account, log in and proceed to pay the non-refundable counselling registration fee (INR 1,600 for General/EWS/OBC; INR 800 for SC/ST/BPL/IRDP). Payment is accepted online via net banking, credit card, or debit card through the HPTU payment gateway. Fee payment is mandatory to activate your counselling registration — an unpaid registration is treated as incomplete and you will not be allowed to fill choices. Download and save the fee payment confirmation receipt immediately after payment.
Step 3: Choice Filling
Log in to the counselling portal and navigate to the Choice Filling module. All participating HPTU-affiliated colleges and their available B.Tech branches (under your eligible quota) will be listed. Search and filter by college type, district, or branch, then add your preferred combinations to your preference list in descending order of preference. Fill at least 15–20 choices to maximise your chances across all rounds. You can modify, add, or reorder choices any number of times during the choice-filling window. Once you lock your choices, the list becomes final for that round.
Step 4: Seat Allotment
After the choice-filling window closes, HPTU processes allotments using a merit-based algorithm that considers your rank (HPCET/JEE Main), category, quota eligibility, and your locked choice order. Allotment results for each round are published on the portal — log in with your credentials to check your allotment status. If a seat is allotted to you, you must decide within the stipulated deadline: accept the seat (and pay the seat acceptance fee), choose to upgrade in the next round, or withdraw from counselling.
Step 5: Reporting to College
Once you have accepted your seat online and paid the INR 3,000 seat acceptance fee, you must physically report to the allotted institution by the reporting deadline. Carry all original documents and their self-attested photocopies (full list in the Documents Required section). The institution’s admission team will verify your documents and, upon successful verification, collect the first-semester college fees and issue your admission letter. Failure to report by the deadline results in automatic cancellation of your allotted seat — the seat is then released for allotment in subsequent rounds.
How to Lock Choices (Step-by-Step Guide)
Locking your choices is the most consequential action in the HPCET 2026 counselling process. Once you click "Lock Choices" and confirm, your preference list is submitted for allotment processing and cannot be revised for that round. Follow the steps below carefully before the deadline.
Step 1: Log In to the HPTU Counselling Portal
- Go to the official HPTU portal at himtu.ac.in and click the counselling login link.
- Enter your registration number and password.
- Complete the CAPTCHA verification and click Login.
Step 2: Open the Choice Filling Module
- From your dashboard, click on "Choice Filling and Locking".
- A searchable list of all eligible colleges and B.Tech branches will appear.
- Use the filter options (district, college type, branch) to narrow down your search.
Step 3: Build and Order Your Preference List
- Select college–branch combinations and add them to your preference list.
- Drag and reorder your selections so that your most preferred option is at the top and your least preferred is at the bottom.
- Add a minimum of 15–20 choices spread across different colleges and branches for the best probability of allotment.
Step 4: Save and Preview
- Click "Save" regularly to avoid losing your work due to session timeout.
- Use the Preview option to see your full preference list in final order.
- Make any last adjustments — reordering or removing low-priority options — before proceeding to lock.
Step 5: Lock Your Choices
- Once you are satisfied with your final list, click "Lock Choices".
- A confirmation dialog will appear — read the warning message carefully.
- Click Confirm to lock. Your choices are now submitted for allotment processing.
- Download and save the locked choice confirmation slip — it is your proof of submission.
Once confirmed, your choices are locked and cannot be changed for that round. Use the confirmation slip as evidence of your submitted preference list.
| Action | Changeable After Submission? | Deadline |
|---|---|---|
| Adding / removing choices | Yes — during the choice filling window | Before the choice locking deadline for each round |
| Reordering preferences | Yes — during the choice filling window | Before the choice locking deadline for each round |
| Locking choices | No — final and irreversible once confirmed | As notified on the HPTU portal for each round |
| Withdrawing from counselling | Yes — before the seat acceptance deadline after allotment | Within the withdrawal window after each round’s allotment |
HPCET Counselling Documents Required 2026
You must carry every document listed below in original, along with self-attested photocopies, when you report to your allotted college. Missing even one original document can result in cancellation of your admission at the reporting stage — after all other counselling formalities are complete. Prepare and verify your document set well before the reporting deadline.
- HPCET 2026 Admit Card
- HPCET 2026 Rank Card / Score Card (or JEE Main 2026 Score Card, as applicable)
- HPCET 2026 Counselling Allotment Letter (downloaded from the HPTU portal after seat acceptance)
- Class 10 Mark Sheet and Passing Certificate (for date of birth proof)
- Class 12 Mark Sheet and Passing Certificate
- School / College Leaving Certificate and Transfer Certificate
- Migration Certificate (required if Class 12 was from a board other than HPBOSE)
- HP Domicile Certificate (mandatory for HP State Quota seats; issued by a competent HP authority)
- Category Certificate — SC / ST / OBC-NCL / EWS (as applicable; must be issued by a competent HP authority and current for OBC-NCL)
- PwD Disability Certificate (if applicable; must certify a minimum 40% disability from a recognised medical board)
- Character Certificate from the institution last attended
- Beti Hai Anmol Scheme Certificate (if applying under this supernumerary category)
- Recent passport-size photographs — minimum 6 copies
- Valid Photo ID Proof (Aadhaar Card / Passport / Voter ID / Driving Licence)
- Counselling registration fee payment confirmation receipt
- Seat acceptance fee payment confirmation receipt
Note: Students who appeared in Class 12 in 2026 and have not yet received their results may be granted provisional admission at the institution’s discretion, subject to submitting final mark sheets within the timeframe notified by HPTU. Provisional admissions are cancelled if eligibility conditions are not met after results are declared.
How Much Money is Needed for HPCET Counselling 2026?
Participating in HPCET 2026 counselling involves two types of fees paid at different stages: a non-refundable counselling registration fee paid upfront at registration, and a seat acceptance fee paid after receiving your allotment. Keep both amounts ready before you begin — partial payment or delayed payment can cost you your place in the process.
Non-Refundable Counselling Fee
The counselling registration fee is paid online when you activate your counselling account on the HPTU portal. This fee is non-refundable regardless of whether you receive a seat, participate in choice filling, or withdraw from counselling at any stage. It is the cost of participating in the process — not a deposit against a seat.
| Category | Counselling Registration Fee (Non-Refundable) |
|---|---|
| General / EWS / OBC | INR 1,600 |
| SC / ST / BPL / IRDP | INR 800 |
Payment is accepted via net banking, credit card, or debit card through the HPTU payment gateway. A demand draft in favour of the Finance Officer, HPTU, payable at Hamirpur, may also be accepted — confirm the accepted payment modes in the official counselling notification before choosing this route.
Refundable / Seat Acceptance Fee
After receiving your seat allotment, you must pay a seat acceptance fee to confirm and hold your seat. This amount is credited towards your first-semester college fees and is therefore not an additional charge on top of your tuition — it is essentially a pre-payment of part of your college fee. However, if you withdraw after accepting a seat, the seat acceptance fee is not fully refunded. The refund amount and timeline depend on the stage and timing of your withdrawal as per the HPTU refund schedule published in the official counselling notification.
| Fee Type | Category | Amount | Refundable? |
|---|---|---|---|
| Seat Acceptance / Confirmation Fee | General / EWS / OBC | INR 3,000 | Partial / conditional — as per HPTU refund policy |
| SC / ST / BPL / IRDP | INR 3,000 (confirm any concession in official notification) | Partial / conditional — as per HPTU refund policy |
Note: The seat acceptance fee is adjusted against the first-semester tuition fee at the allotted institution. If you withdraw before the institution’s academic year begins but after paying the fee, a portion may be withheld as per UGC / AICTE refund norms. Always read the refund schedule in the official HPTU counselling brochure before deciding to withdraw.
Round-Wise Seat Allotment for HPCET 2026
HPCET 2026 counselling seat allotment runs across multiple rounds. Each round offers seats that were either not accepted or were surrendered in the previous round. Students who do not receive their first-choice seat in Round 1 get another opportunity in Round 2, and finally in the Mop-up / Stray Vacancy Round. Participating in every eligible round maximises the chance of a better allotment.
| Round | Expected Timeline | Key Details |
|---|---|---|
| Round 1 — Registration and Choice Filling | June 2026 (in progress) | Registration open; choice filling and locking currently in progress on the HPTU portal |
| Round 1 — Seat Allotment Result | Expected: First week of July 2026 | First allotment based on merit rank, category, quota, and locked choices |
| Round 1 — Seat Acceptance and Reporting | Expected: July 2026 | Accept seat online, pay seat acceptance fee, and report to the allotted institution with documents |
| Round 2 — Seat Allotment Result | Expected: Late July 2026 | Vacant seats from Round 1 withdrawals reallocated; upgrades processed for eligible students |
| Round 2 — Seat Acceptance and Reporting | Expected: Late July / Early August 2026 | Students allotted upgraded or new seats must complete reporting formalities at the new institution |
| Round 3 / Mop-up / Stray Vacancy Round — Allotment | Expected: August 2026 | Final round for remaining vacant seats; only students without a confirmed seat are eligible to participate |
| Mop-up Round — Reporting | Expected: August 2026 | Last chance to secure a seat; no further rounds after this stage |
In previous years (2024 and 2025), HPCET counselling ran for three rounds before a final spot round for residual vacant seats. The 2026 cycle is expected to follow the same pattern, though HPTU may add or reduce rounds based on seat availability. Monitor the official portal regularly for round-specific notices and revised deadlines.
Reporting to College After HPCET Seat Allotment
Receiving a seat allotment is not the same as securing admission. You must complete the physical reporting process at the allotted institution by the date specified in your allotment letter. Failure to report forfeits your seat permanently for that round — there is no grace period.
Follow this sequence when reporting to your allotted institution:
- Accept your seat online on the HPTU counselling portal within the acceptance window after the allotment result is published. Choose whether to Accept and Freeze, Accept and Upgrade, or Withdraw (see the next section for guidance).
- Pay the seat acceptance fee (INR 3,000) online after accepting your seat. Download the payment confirmation receipt — you will need it at the institution.
- Download your allotment letter from the portal. It contains your institution name, branch, category, and reporting deadline.
- Collect all original documents as listed in the Documents Required section. Organise them in a folder along with six recent passport-size photographs and self-attested photocopies of each document.
- Report to the institution’s admission cell on or before the deadline. Arrive early — document queues can extend on peak days.
- Attend document verification. The institution’s team will verify each original document against photocopies. Any missing or invalid document at this stage can disqualify your admission.
- Pay the first-semester college fee (the seat acceptance amount is adjusted against this). Collect the official fee receipt from the institution.
- Collect your admission letter / enrolment certificate from the institution once all formalities are complete.
Students who upgrade their seat in Round 2 or Round 3 must complete fresh document verification and fee settlement at the new institution — even if they had already reported to a previous college under an earlier round’s allotment. Confirm the transfer process with both the original and new institution.
Upgrade, Freeze or Withdraw: What Should You Do?
After each round of HPCET 2026 seat allotment, every student who has received a seat must make a strategic decision before the acceptance deadline. The wrong choice can either cost you a better seat or expose you to financial loss. Understand each option before acting.
| Option | What It Means | When to Choose It | What Happens Next |
|---|---|---|---|
| Accept and Upgrade (Float) | Accept the current allotted seat and remain in consideration for a better allotment in the next round based on your original choice list | You have a seat but would prefer a higher-ranked college or branch that appeared above it in your locked choice list | If a better seat is available in the next round for your rank and category, it is allotted automatically; your current seat is released. If no upgrade is available, your current seat stays confirmed. |
| Accept and Freeze | Accept the current seat and opt out of further rounds; your seat is confirmed and you will not be considered for an upgrade | You are satisfied with your allotted college and branch and do not want any risk of losing it in future rounds | Your seat is locked. Report to the institution by the deadline with all documents and fees. |
| Withdraw | Surrender your allotted seat and exit HPCET 2026 counselling | You have secured admission elsewhere or no longer wish to pursue B.Tech in HP | Your seat is released for the next round. The seat acceptance fee (if already paid) is not fully refunded. You cannot re-enter HPCET 2026 counselling once you withdraw. |
If you withdraw after accepting a seat, the seat acceptance fee is not fully refunded. The refund (if any) is calculated based on the date of withdrawal and the HPTU refund schedule. Students who withdraw before paying the seat acceptance fee lose only the non-refundable counselling registration fee.
The recommended strategy for most students with a mid-range allotment is to Accept and Upgrade. This keeps your current seat secure while allowing you to benefit from any vacancies that open up in your higher-preference choices during Round 2 or Round 3. Only switch to Freeze once you are fully satisfied with your allotment — and only Withdraw if you have a confirmed, better alternative elsewhere.
FAQs
Ques: Has HPCET 2026 counselling Round 1 registration started?
Ans: Yes. As of June 18, 2026, Round 1 counselling registration and choice filling have commenced on the official HPTU counselling portal at himtu.ac.in. The exact deadline for completing registration and locking choices will be notified on the portal. Students should register and fill choices as early as possible rather than waiting until the last day.
Ques: Can I participate in HPCET 2026 counselling using a JEE Main rank?
Ans: Yes. Students who qualified JEE Main 2026 are eligible to participate in HPCET 2026 counselling without having appeared in HPCET separately. Your JEE Main rank is used for merit-based seat allotment under the applicable quota. Both HPCET-qualified and JEE Main-qualified students compete in the same counselling process at HPTU-affiliated colleges.
Ques: Is HP domicile mandatory for all students applying to HPCET counselling?
Ans: HP domicile is mandatory only for seats under the HP State Quota, which covers 65% of total sanctioned seats. Students from other states can still participate in counselling and compete for the remaining open-quota seats (approximately 35% of seats). If you do not have HP domicile, restrict your choices to colleges and branches where open-quota seats are available for your rank.
Ques: How many choices should I fill during HPCET 2026 counselling?
Ans: You should fill a minimum of 15–20 choices. A longer list increases your probability of receiving an allotment — especially if you have a mid-range rank where top colleges in preferred branches fill quickly. Rank your choices from most preferred (top) to least preferred (bottom), and include colleges at varying difficulty levels so you always have a viable safety option even if higher-preference seats are taken.
Ques: What is the counselling registration fee and is any part of it refundable?
Ans: The counselling registration fee is INR 1,600 for General / EWS / OBC students and INR 800 for SC / ST / BPL / IRDP students. This fee is entirely non-refundable — it is not returned even if you do not receive a seat allotment, do not participate in choice filling after registration, or withdraw from counselling at any stage.
Ques: Can I get an upgraded seat in Round 2 after accepting a Round 1 allotment?
Ans: Yes, if you choose the "Accept and Upgrade" option after Round 1 allotment. HPTU will re-process your original locked choice list during Round 2 against newly available seats. If a higher-preference seat becomes available for your rank and category, it is allotted to you automatically and your Round 1 seat is released. If no better seat is available in Round 2, your Round 1 allotment remains unchanged and confirmed.
Ques: What documents must I carry when reporting to the allotted college?
Ans: Carry all of the following in original with self-attested photocopies:
- HPCET 2026 Rank Card or JEE Main 2026 Score Card
- HPCET 2026 Admit Card and Counselling Allotment Letter
- Class 10 and Class 12 mark sheets and passing certificates
- HP Domicile Certificate (for HP State Quota seats)
- Category certificate — SC / ST / OBC-NCL / EWS (if applicable)
- Transfer Certificate, Migration Certificate (if applicable), Character Certificate
- PwD certificate (if applicable)
- Valid photo ID proof (Aadhaar / Passport / Voter ID)
- Minimum 6 recent passport-size photographs
- Fee payment confirmation receipts (counselling registration + seat acceptance)
Ques: What happens if I miss the reporting deadline after seat allotment?
Ans: If you fail to report to your allotted college by the deadline specified in your allotment letter, your seat is automatically cancelled. The seat is released and made available in subsequent counselling rounds. There is no grace period or appeal process for missed reporting deadlines. If you miss Round 1 reporting, your only remaining options are to compete for seats in Round 2 or the Mop-up Round — where available seats are typically fewer and less preferred.
Ques: How many rounds does HPCET 2026 counselling have?
Ans: HPCET counselling typically comprises three rounds: Round 1, Round 2, and a Mop-up / Stray Vacancy Round. Based on the 2024 and 2025 cycles, this three-round structure is expected to continue in 2026, though HPTU may adjust the number of rounds depending on seat availability and administrative decisions. The Mop-up Round is the last stage — no further allotments are made after it concludes.
Ques: Can students from other states get admission through HPCET 2026 counselling?
Ans: Yes, students from other states can participate using a valid JEE Main 2026 rank or HPCET 2026 rank. However, they can only compete for the All India / Open Quota seats (approximately 35% of total seats) since the HP State Quota (65% of seats) requires an HP domicile certificate. Students from other states should include a broad range of choices in their preference list, as competition for open-quota seats at popular colleges and branches can be intense.
Ques: What is the refund policy if I withdraw from HPCET 2026 counselling after paying the seat acceptance fee?
Ans: If you withdraw from HPCET 2026 counselling after paying the INR 3,000 seat acceptance fee, the refund (if any) is governed by HPTU’s refund schedule and UGC / AICTE norms based on the timing of your withdrawal relative to the start of the academic session. Withdrawals closer to or after the academic session begins attract higher deductions. The non-refundable counselling registration fee (INR 1,600 or INR 800) is never refunded regardless of when you withdraw.
Note: Always read the refund schedule published in the official HPTU counselling brochure before deciding to withdraw. Contact the HPTU admissions office directly for the exact refund amount applicable to your situation.
