What is HPCET Counselling 2026?
HPCET 2026 counselling is the centralised online admission process conducted by Himachal Pradesh Technical University (HPTU) for B.Tech, B.Pharmacy, MBA, MCA, M.Tech, B.Sc., and other professional programmes at government and private colleges affiliated to HPTU across Himachal Pradesh. It is the mandatory gateway to any seat in the state — rank alone is not enough.
Counselling covers seats distributed across three quotas: the HP State Quota (80% of total sanctioned seats), reserved for students holding a valid HP domicile certificate; the All India Quota (15% of seats), open to students from any state; and the NRI Quota (5% of seats) for non-resident Indians. Within the HP State Quota, seats are further subdivided by category (SC, ST, OBC-NCL, EWS, PwD) as per Himachal Pradesh government reservation norms. For B.Tech specifically, 50% of total seats are filled on HPCET 2026 rank and 50% on JEE Main 2026 score — both pools are allotted through the same online counselling process.
Registering for counselling is mandatory — your exam rank alone does not guarantee a seat. The full process covers online registration, counselling fee payment (for JEE Main applicants), choice filling and locking, seat allotment across rounds, online seat acceptance, and physical reporting to the allotted college.
Round 1 seat allotment for B.Tech (HPCET quota and JEE Main quota) and B.Pharmacy was released on July 14, 2026 as per the HPTU Centralized Counselling Schedule 2026 notified on July 10, 2026. Students allotted a seat in Round 1 must report to their college by July 16, 2026. Round 2 allotment follows on July 18, 2026, with reporting by July 21, 2026.

HPCET Counselling Eligibility Criteria 2026
Before registering for HPCET 2026 counselling, confirm that you meet every one of the following conditions. Students who fail to satisfy even a single criterion may have their admission cancelled during document verification at the college — after the entire counselling process has run.
- Qualifying Examination: You must have passed Class 12 (or equivalent) from a recognised board with Physics and Mathematics as compulsory subjects, plus one of Chemistry / Biology / Biotechnology / Computer Science as the third subject.
- Minimum Marks in Class 12: At least 45% aggregate marks in Physics, Chemistry, and Mathematics for General / EWS / OBC students. Minimum 40% for SC / ST / PwD students.
- Age Requirement: You must be a minimum of 17 years of age as on December 31, 2026. There is no upper age limit for B.Tech admission through HPCET.
- Valid Entrance Exam Rank: A qualifying rank in either HPCET 2026 or JEE Main 2026 is required. Students who appeared in either exam may participate in HPCET counselling.
- HPCET 2026 — General / EWS / OBC: Minimum 25% marks in the entrance test
- HPCET 2026 — SC / ST / PwD: Minimum 20% marks in the entrance test
- HP Domicile (for HP State Quota): An HP domicile certificate issued by a competent authority in Himachal Pradesh is mandatory to compete for HP State Quota seats (80% of total seats). Students without HP domicile may apply only for All India Quota seats (15% of seats).
- Category Certificates: Students seeking reservation benefits under SC / ST / OBC-NCL / EWS / PwD must hold valid category certificates issued by a competent HP authority. Certificates from other states are not accepted for HP State Quota seats.
- Appearing Students: Students who appeared in Class 12 in 2026 and are awaiting results may have registered provisionally. Their admission is subject to meeting all eligibility criteria at document verification, including submission of the final marksheet showing the required minimum percentage.
Reservation of Quotas for HPCET Counselling 2026
HPCET 2026 counselling seats are first split between the HP State Quota, All India Quota, and NRI Quota, then further divided by category within the HP State Quota as per Himachal Pradesh government reservation norms. Understanding your applicable quota and category prevents you from wasting choices on seats you cannot compete for.
Quota Distribution
| Quota | Seat Percentage | Eligibility Condition |
|---|---|---|
| HP State Quota (HPSQ) | 80% of total sanctioned seats | Valid HP domicile certificate mandatory |
| All India Quota (AIQ) | 15% of total sanctioned seats | Open to students from any Indian state; no HP domicile required |
| NRI Quota | 5% of total sanctioned seats | Non-Resident Indians and their wards |
Category-Wise Vertical Reservation Within HP State Quota
Within the HP State Quota, seats are reserved by category as per HP government norms:
| Category | Reservation Percentage | Certificate Required |
|---|---|---|
| General (Unreserved) | 45% | — |
| Scheduled Caste (SC) | 22% | SC certificate from a competent HP authority |
| Other Backward Classes — Non-Creamy Layer (OBC-NCL) | 18% | OBC-NCL non-creamy layer certificate (current financial year) from HP authority |
| Economically Weaker Section (EWS) | 10% | EWS income and asset certificate from competent HP authority |
| Scheduled Tribe (ST) | 5% | ST certificate from a competent HP authority |
Horizontal (Sub-Category) Reservation
Within each vertical category above, a portion of seats is additionally reserved for specific sub-groups:
| Sub-Category | Horizontal Reservation |
|---|---|
| Defence Personnel / Ward of Ex-Servicemen | 15% within each vertical category |
| IRDP / BPL / Antyodaya / Orphans | 7% within each vertical category |
| Persons with Disability (PwD) | 5% across all categories (minimum 40% disability) |
| Backward Area | 4% within each vertical category |
| Sports | 2% within each vertical category |
| Freedom Fighters | 2% within each vertical category |
Additionally, one supernumerary seat per institute is available under the Beti Hai Anmol scheme for a bonafide Himachali female single child within the prescribed income limit. Two seats per institute are also reserved for Kashmiri Migrants. Management quota seats (15% of intake in private institutions) are filled directly by the respective institutional managements.
Category certificates must be valid, current, and issued by a competent authority in Himachal Pradesh. OBC-NCL certificates must be for the current financial year. If your certificate has expired or is from another state, you will be treated as a general-category student for HP State Quota seat allocation.
How to Apply for HPCET Counselling 2026?
HPCET 2026 counselling runs entirely online through the official HPTU portal at himtu.ac.in. The registration window for Round 1 closed on July 7, 2026. Students who missed Round 1 registration should monitor himtu.ac.in for Round 2 re-registration instructions. The full process has five stages — understanding each prevents you from missing a deadline that closes your opportunity for that round.
Step 1: Online Registration
Visit the official HPTU counselling portal at himtu.ac.in and click on the active counselling registration link. Create a new account by entering your name, HPCET 2026 or JEE Main 2026 roll number, date of birth, mobile number, and a valid email ID. On successful submission, the system generates a unique registration number and sends login credentials to your registered email and mobile. Store your registration number and password safely — these are required for every subsequent step including fee payment, choice filling, and checking allotment results.
Step 2: Counselling Fee Payment
Students who qualified through HPCET 2026 are fully exempt from the counselling registration fee and proceed directly to choice filling after logging in. Students applying on JEE Main 2026 scores must pay the non-refundable registration fee (INR 1,600 for General / EWS / OBC; INR 800 for SC / ST / BPL / IRDP) online via net banking, credit card, or debit card before accessing the choice-filling module. Fee payment is mandatory for JEE Main applicants to activate their counselling registration — an unpaid registration is treated as incomplete and choice filling will remain inaccessible. Download and save the fee payment confirmation receipt immediately after payment.
Step 3: Choice Filling
Log in to the counselling portal and navigate to the Choice Filling module. All participating HPTU-affiliated colleges and their available programme branches (under your eligible quota and category) are listed. Search and filter by college type, district, or branch, then add your preferred combinations to your preference list in descending order of preference. Fill at least 15–20 choices to maximise your chances across all rounds. You can modify, add, or reorder choices any number of times during the choice-filling window. Once you lock your choices, the list becomes final for that round.
Step 4: Seat Allotment
After the choice-filling window closes, HPTU processes allotments using a merit-based algorithm that considers your rank (HPCET / JEE Main), category, quota eligibility, and your locked choice order. Allotment results for each round are published on the portal — log in with your credentials to check your allotment status and download the allotment letter. Round 1 results are out as of July 14, 2026; Round 2 results follow on July 18, 2026. If a seat is allotted to you, decide within the stipulated deadline: accept the seat and pay the seat acceptance fee, choose to upgrade in the next round, or withdraw from counselling.
Step 5: Reporting to College
Once you have accepted your seat online and paid the seat acceptance fee, you must physically report to the allotted institution by the reporting deadline — July 16, 2026 for Round 1 and July 21, 2026 for Round 2. Carry all original documents and their self-attested photocopies (full list in the Documents Required section). The institution’s admission team will verify your documents and, upon successful verification, collect the first-semester college fees and issue your admission letter. Failure to report by the deadline results in automatic cancellation of your allotted seat — the seat is then released for allotment in subsequent rounds.
How to Lock Choices (Step-by-Step Guide)
Locking your choices is the most consequential action in the HPCET 2026 counselling process. Once you click "Lock Choices" and confirm, your preference list is submitted for allotment processing and cannot be revised for that round. This guide applies to Round 2 choice filling, which opens after Round 1 reporting closes on July 16, 2026. Follow the steps carefully before the deadline.
Step 1: Log In to the HPTU Counselling Portal
- Go to the official HPTU portal at himtu.ac.in and click the counselling login link.
- Enter your registration number and password.
- Complete the CAPTCHA verification and click Login.
Step 2: Open the Choice Filling Module
- From your dashboard, click on "Choice Filling and Locking".
- A searchable list of all eligible colleges and programme branches will appear based on your quota (HPCET or JEE Main) and category.
- Use the filter options — district, college type, branch — to narrow down your search.
Step 3: Build and Order Your Preference List
- Select college–branch combinations and add them to your preference list.
- Drag and reorder your selections so that your most preferred option is at the top and your least preferred is at the bottom.
- Add a minimum of 15–20 choices spread across different colleges and branches for the best probability of allotment.
- Include at least one safety option — a college and branch where your rank is comfortably within the previous year’s closing rank.
Step 4: Save and Preview
- Click "Save" regularly to avoid losing your work due to session timeout.
- Use the Preview option to see your full preference list in the final submitted order.
- Make any last adjustments — reordering or removing low-priority options — before proceeding to lock.
Step 5: Lock Your Choices
- Once you are satisfied with your final list, click "Lock Choices".
- A confirmation dialog will appear — read the warning message carefully.
- Click Confirm to lock. Your choices are now submitted for allotment processing.
- Download and save the locked choice confirmation slip — it is your proof of submission.
Once confirmed, your choices are locked and cannot be changed for that round. Use the confirmation slip as evidence of your submitted preference list.
| Action | Changeable After Locking? | Deadline |
|---|---|---|
| Adding / removing choices | Yes — during the choice filling window only | Before the locking deadline for each round |
| Reordering preferences | Yes — during the choice filling window only | Before the locking deadline for each round |
| Locking choices | No — final and irreversible once confirmed | As notified on the HPTU portal for each round |
| Withdrawing from counselling | Yes — before the seat acceptance deadline after allotment | Within the withdrawal window after each round’s allotment |
HPCET Counselling Documents Required 2026
You must carry every document listed below in original, along with self-attested photocopies, when you report to your allotted college. Missing even one original document can result in cancellation of your admission at the reporting stage — after all other counselling formalities are complete. Prepare and verify your document set well before the reporting deadline of July 16, 2026 (Round 1) or July 21, 2026 (Round 2).
- HPCET 2026 Admit Card
- HPCET 2026 Rank Card / Score Card (or JEE Main 2026 Score Card, as applicable)
- HPCET 2026 Counselling Allotment Letter (downloaded from the HPTU portal after seat acceptance)
- Class 10 Mark Sheet and Passing Certificate (for date of birth proof)
- Class 12 Mark Sheet and Passing Certificate
- School / College Leaving Certificate and Transfer Certificate
- Migration Certificate (required if Class 12 was from a board other than HPBOSE)
- HP Domicile Certificate (mandatory for HP State Quota seats; issued by a competent HP authority)
- Category Certificate — SC / ST / OBC-NCL / EWS (as applicable; must be issued by a competent HP authority; OBC-NCL certificate must be current for this financial year)
- PwD Disability Certificate (if applicable; must certify a minimum 40% disability from a recognised medical board)
- Defence / Ex-Serviceman Certificate (if claiming horizontal reservation for this sub-category)
- Character Certificate from the institution last attended
- Beti Hai Anmol Scheme Certificate (if applying under this supernumerary category)
- Recent passport-size photographs — minimum 6 copies
- Valid Photo ID Proof (Aadhaar Card / Passport / Voter ID / Driving Licence)
- Counselling registration fee payment confirmation receipt (if applicable for JEE Main applicants)
- Seat acceptance fee payment confirmation receipt
Note: Students who appeared in Class 12 in 2026 and have not yet received their results may be granted provisional admission at the institution’s discretion, subject to submitting final mark sheets within the timeframe notified by HPTU. Provisional admissions are cancelled if eligibility conditions are not met after results are declared.
How Much Money is Needed for HPCET Counselling 2026?
Participating in HPCET 2026 counselling involves two types of fees paid at different stages: a non-refundable counselling registration fee at registration (applicable only to JEE Main applicants — HPCET-qualified students pay no registration fee), and a seat acceptance fee paid after receiving an allotment to confirm your seat.
Non-Refundable Counselling Fee
Students who have qualified HPCET 2026 are entirely exempt from the counselling registration fee — they register and fill choices at no charge. Students applying via JEE Main 2026 scores must pay the fee below. This fee is non-refundable regardless of whether you receive a seat, participate in choice filling, or withdraw from counselling at any stage.
| Category of Applicant | Counselling Registration Fee | Refundable? |
|---|---|---|
| HPCET 2026 qualified students | Exempt — no fee payable | N/A |
| General / EWS / OBC (applying via JEE Main 2026) | INR 1,600 | No |
| SC / ST / BPL / IRDP (applying via JEE Main 2026) | INR 800 | No |
Payment is accepted via net banking, credit card, or debit card through the HPTU payment gateway. Confirm the accepted payment modes in the official counselling notification before paying.
Refundable / Seat Acceptance Fee
After receiving your seat allotment, you must pay a seat acceptance fee to confirm and hold your seat. This amount is credited towards your first-semester college fees — it is a pre-payment of part of your tuition, not an additional charge. However, if you withdraw after accepting a seat, the seat acceptance fee is not fully refunded. The refund amount and timeline depend on the stage and timing of your withdrawal as per the HPTU refund schedule in the official counselling notification.
| Fee Type | Category | Amount | Refundable? |
|---|---|---|---|
| Seat Acceptance / Confirmation Fee | General / EWS / OBC | INR 3,000 | Partial / conditional — as per HPTU refund policy |
| SC / ST / BPL / IRDP | INR 3,000 (confirm any concession in official notification) | Partial / conditional — as per HPTU refund policy |
Note: The seat acceptance fee is adjusted against the first-semester tuition fee at the allotted institution. If you withdraw before the academic year begins but after paying the fee, a portion may be withheld as per UGC / AICTE refund norms. Always read the refund schedule in the official HPTU counselling brochure before deciding to withdraw.
Round-Wise Seat Allotment for HPCET 2026
HPCET 2026 counselling seat allotment runs across multiple rounds. Each round reallocates seats surrendered or not accepted in the previous round and processes upgrades for students who chose "Accept and Upgrade." Participating in every eligible round maximises the chance of a better allotment.
HPCET 2026 — Check Your Round 1 Allotment at himtu.ac.in
| Round | Allotment Date | Reporting Deadline | Key Details | Status |
|---|---|---|---|---|
| Round 1 — B.Tech (HPCET & JEE Main Quota) and B.Pharmacy | July 14, 2026 | July 16, 2026 | First allotment based on merit rank, category, quota, and locked choices; category-wise distribution published on himtu.ac.in | Allotment Released |
| Round 2 — B.Tech (HPCET & JEE Main Quota) and B.Pharmacy | July 18, 2026 | July 21, 2026 | Seats from Round 1 withdrawals and non-reporting reallocated; upgrades processed for students who chose "Accept and Upgrade" | Upcoming |
| Round 3 / Mop-up / Stray Vacancy Round | Expected: August 2026 | Expected: August 2026 | Final round for remaining vacant seats; only students who do not hold a confirmed seat from prior rounds are eligible | Expected |
Category-wise seat distribution for Round 1 — including the number of seats allotted under General, SC, OBC-NCL, EWS, and ST categories in each participating college — is published as part of the official Round 1 allotment result on himtu.ac.in. Based on the 2024 and 2025 cycles, HPCET counselling runs for three rounds before a final spot round — 2026 is expected to follow the same pattern, though HPTU may adjust based on seat availability. Monitor the official portal regularly for round-specific notices and revised deadlines.
Note: Students who do not confirm their allotted seat (online acceptance + payment + document verification at college) within the window for any given round have their seat cancelled automatically. Such students may still participate in subsequent rounds if seats remain and they have not formally withdrawn from counselling.
Reporting to College After HPCET Seat Allotment
Receiving a seat allotment is not the same as securing admission. You must complete the physical reporting process at the allotted institution by the date specified in your allotment letter. For Round 1, the deadline is July 16, 2026. For Round 2, the deadline is July 21, 2026. Failure to report forfeits your seat permanently for that round — there is no grace period.
Follow this sequence when reporting to your allotted institution:
- Accept your seat online on the HPTU counselling portal within the acceptance window after the allotment result is published. Choose whether to Accept and Freeze, Accept and Upgrade, or Withdraw (see the next section for guidance on each option).
- Pay the seat acceptance fee (INR 3,000) online after accepting your seat. Download the payment confirmation receipt — you will need it at the institution.
- Download your allotment letter from the portal. It contains your institution name, branch, category, and reporting deadline.
- Collect all original documents as listed in the Documents Required section. Organise them in a folder along with six recent passport-size photographs and self-attested photocopies of each document.
- Report to the institution’s admission cell on or before the deadline. Arrive early — document queues can extend on peak days.
- Attend document verification. The institution’s team will verify each original document against your photocopies. Any missing or invalid document at this stage can disqualify your admission.
- Pay the first-semester college fee (the INR 3,000 seat acceptance amount paid earlier is adjusted against this). Collect the official fee receipt from the institution.
- Collect your admission letter / enrolment certificate once all formalities are complete.
Students who upgrade their seat in Round 2 or Round 3 must complete fresh document verification and fee settlement at the new institution — even if they had already reported to a previous college under an earlier round’s allotment. Confirm the transfer process with both the original and new institution before moving.
Upgrade, Freeze or Withdraw: What Should You Do?
After each round of HPCET 2026 seat allotment, every student who has received a seat must make a strategic decision before the acceptance deadline. The wrong choice can either cost you a better seat or expose you to financial loss. Understand each option before acting.
| Option | What It Means | When to Choose It | What Happens Next |
|---|---|---|---|
| Accept and Upgrade (Float) | Accept the current allotted seat and remain in consideration for a better allotment in the next round based on your original locked choice list | You have a seat but would prefer a higher-ranked college or branch that appeared above it in your preference list | If a better seat opens in the next round for your rank and category, it is allotted automatically; your current seat is released. If no upgrade is available, your current seat stays confirmed. |
| Accept and Freeze | Accept the current seat and opt out of further rounds; your seat is confirmed and you will not be considered for an upgrade | You are satisfied with your allotted college and branch and do not want any risk of losing it in future rounds | Your seat is locked. Report to the institution by the deadline with all documents and fees to complete admission. |
| Withdraw | Surrender your allotted seat and exit HPCET 2026 counselling entirely | You have secured admission elsewhere and no longer need an HP seat | Your seat is released for the next round. The seat acceptance fee (if already paid) is not fully refunded. You cannot re-enter HPCET 2026 counselling once you withdraw. |
If you withdraw after accepting a seat, the seat acceptance fee is not fully refunded. The refund (if any) is calculated based on the date of withdrawal and the HPTU refund schedule. Students who withdraw before paying the seat acceptance fee lose only the non-refundable counselling registration fee.
The recommended strategy for most students with a mid-range Round 1 allotment is to Accept and Upgrade. This keeps your current seat secure while allowing you to benefit from any vacancies that open up in your higher-preference choices during Round 2. Only switch to Freeze once you are fully satisfied with your allotment — and only Withdraw if you have a confirmed, better alternative elsewhere.
FAQs
Ques: Round 1 seat allotment is released — what must I do now and by when?
Ans: Round 1 seat allotment for HPCET Counselling 2026 was released on July 14, 2026. Log in to himtu.ac.in, check your allotment, and download the allotment letter. You must accept the seat online, pay the seat acceptance fee (INR 3,000), and physically report to your allotted college with all original documents by July 16, 2026. Failure to report within this deadline automatically cancels your allotment. If you prefer a different college, accept the seat and select "Upgrade" to remain in Round 2 as well — do not reject the seat.
Ques: Can I participate in HPCET 2026 counselling using a JEE Main rank?
Ans: Yes. Students who qualified JEE Main 2026 are eligible to participate in HPCET 2026 counselling without having appeared in HPCET separately. For B.Tech admissions, 50% of total seats are filled on JEE Main 2026 rank and 50% on HPCET 2026 rank — both pools go through the same counselling process at himtu.ac.in. Unlike HPCET-qualified students (who are exempt), JEE Main applicants must pay INR 1,600 (General / EWS / OBC) or INR 800 (SC / ST / BPL / IRDP) at the time of counselling registration.
Ques: Is HP domicile mandatory for all students applying to HPCET counselling?
Ans: HP domicile is mandatory only for seats under the HP State Quota, which covers 80% of total sanctioned seats. Students from other states can participate and compete for All India Quota seats (15% of total seats). NRI applicants may apply under the 5% NRI quota. Students without HP domicile should restrict their choices to colleges and branches where All India Quota seats are available, as that pool is smaller and competition from all-India applicants is higher.
Ques: How many choices should I fill during HPCET 2026 counselling Round 2?
Ans: Fill at least 15–20 choices to maximise your chances across all rounds. The seat allotment engine processes your locked preference list from top to bottom and stops at the highest-ranked entry where a seat is available for your category and rank. A longer list means more entries the engine can consider. For Round 2, seats available are those vacated after Round 1 reporting — include colleges at varying competitiveness levels so you always have a viable safety option even if top-preference seats are taken.
Ques: What is the counselling registration fee and is any part of it refundable?
Ans: Students who qualified through HPCET 2026 are fully exempt from the counselling registration fee — there is no charge for them to register and fill choices. For students applying via JEE Main 2026, the fee is INR 1,600 (General / EWS / OBC) or INR 800 (SC / ST / BPL / IRDP). This fee is entirely non-refundable — it is not returned even if you do not receive a seat allotment, withdraw from counselling, or do not complete choice filling after registering.
Ques: Can I get an upgraded seat in Round 2 after accepting a Round 1 allotment?
Ans: Yes, if you chose "Accept and Upgrade" after accepting your Round 1 allotment. HPTU will re-process your original locked choice list during Round 2 against newly available seats. If a higher-preference seat becomes available for your rank and category, it is allotted to you automatically and your Round 1 seat is released. If no better seat opens in Round 2, your Round 1 allotment remains confirmed — you do not lose your existing seat.
Ques: What documents must I carry when reporting to the allotted college?
Ans: Carry all of the following in original with self-attested photocopies:
- HPCET 2026 Rank Card or JEE Main 2026 Score Card
- HPCET 2026 Admit Card and Counselling Allotment Letter
- Class 10 and Class 12 mark sheets and passing certificates
- HP Domicile Certificate (for HP State Quota seats)
- Category certificate — SC / ST / OBC-NCL / EWS (if applicable; OBC-NCL must be current-year)
- Transfer Certificate, Migration Certificate (if applicable), Character Certificate
- PwD certificate or Defence / Ex-Serviceman certificate (if applicable)
- Valid photo ID proof (Aadhaar / Passport / Voter ID)
- Minimum 6 recent passport-size photographs
- Fee payment confirmation receipts (counselling registration + seat acceptance)
Ques: What happens if I miss the July 16, 2026 reporting deadline after Round 1 allotment?
Ans: If you fail to report to your allotted college by July 16, 2026, your seat is automatically cancelled. The seat acceptance fee (INR 3,000), if already paid, is forfeited as per HPTU policy. The vacated seat is released for Round 2 allotment. There is no grace period or appeal process for missed reporting deadlines. Your only remaining options are to compete for whatever seats are available in Round 2 (allotment July 18, 2026) or the Mop-up Round — where the college and branch choices are typically fewer and less preferred.
Ques: How many rounds does HPCET 2026 counselling have?
Ans: HPCET 2026 counselling includes Round 1 (allotment July 14, 2026), Round 2 (allotment July 18, 2026), and a Mop-up / Stray Vacancy Round expected in August 2026 if seats remain vacant after Round 2. Based on the 2024 and 2025 cycles, this three-round structure is expected to continue. The Mop-up Round is the last stage — no further allotments are made after it concludes.
Ques: Can students from other states get admission through HPCET 2026 counselling?
Ans: Yes, students from other states can participate using a valid JEE Main 2026 rank or HPCET 2026 rank. However, they can only compete for the All India Quota seats (15% of total seats) since the HP State Quota (80% of seats) requires an HP domicile certificate. Because the All India Quota pool is smaller and attracts competition from across India, students without HP domicile should fill a broad range of choices across multiple colleges to maximise their chances.
Ques: What is the refund policy if I withdraw after paying the seat acceptance fee?
Ans: If you withdraw from HPCET 2026 counselling after paying the INR 3,000 seat acceptance fee, the refund (if any) is governed by HPTU’s refund schedule and UGC / AICTE norms based on the timing of your withdrawal relative to the start of the academic session. Withdrawals closer to or after the academic session begins attract higher deductions. The non-refundable counselling registration fee (INR 1,600 or INR 800, if applicable) is never refunded regardless of when you withdraw.
Note: Always read the refund schedule in the official HPTU counselling brochure before deciding to withdraw. Contact the HPTU admissions office directly for the exact refund amount applicable to your situation.
