Northwestern International Students Told to Enter the US Before September 15 to Avoid Extra OPT Filing

Northwestern University has advised Fall 2026 students to enter the US before September 15, 2026. The step helps Indian F-1 visa holders avoid a second visa filing when applying for OPT later. Its Office of International Student and Scholar Services issued the note after a DHS final rule on July 17, 2026. The rule ends the "duration of status" framework used for F-1 stays since 1978.

• Students admitted before September 15, 2026 can file only Form I-765 when applying for post-completion OPT or STEM OPT, per Northwestern’s OISS.
• Students who leave and re-enter after that date must also file Form I-539 with extra fees, per the DHS notice.

What Did Northwestern Tell Fall 2026 Students?

OISS posted the guidance on Northwestern’s DHS Rule on Admission and Extension page. It told Fall 2026 arrivals to plan flights ahead of September 15, 2026. The office also updated housing move-in rules for international students. First-year and transfer undergraduates should reach campus by September 13 for orientation.

Students may seek earlier arrival through a formal request to the housing office. OISS said assigned advisors can help with case-by-case timing questions.

How the September 15 Rule Changes OPT Filing

The old system gave F-1 students "duration of status" on Form I-94. That let them stay for the study period plus a 60-day grace window. The new rule sets a fixed "Admit Until Date" tied to the program end date on the I-20. Admission is capped at four years plus 30 days.

The grace period also drops to 30 days for students entering on or after September 15. Fee-paying OPT applicants who cross that date file two forms, not one.
