KGMU offers undergraduate, postgraduate, doctoral and Ph.D. programs, which lead to one primary degree: MBBS. Admission to the MBBS program is based on the NEET Exam. Being a central institute is not important, it's about the scope of learning offered at a medical school.
AIIMS Rishikesh is a central institute, so it has a better administration. However, KGMU offers much more practical knowledge to its students. MBBS is all about gaining practical knowledge. The number and types of patients received by KGMU is very high. As you enter your clinical years, you’ll realize the importance of these things.
AIIMS Faculties are better administered than state faculties. However, MBBS is about your own efforts and approach towards studies. Teachers can only guide you, the hard work is your job entirely. So faculties aren’t much of a concern. Moreover, KGMU also has highly qualified faculties.
I would say KGMU is better than all the other AIIMS, except AIIMS Delhi.
Both MAMC and KGMU are top medical colleges in India. However, MAMC has a slight location advantage over KGMU and is also known to have a better environment for medical education.

So, KGMU is a good option if you dont make it to good medical colleges in Delhi.
If you join Dr RMLIMS instead of KGMU, Lucknow, you would be missing the opportunity to be a part of one of the top 5 medical colleges of India. You would miss the Georgian tag. You will miss the rich legacy attached to the institute. You would miss campus life at a huge college. You will miss the amazing infrastructure no use. RMLIMS is an excellent medical college but it is still way behind KGMC by a significant margin. It has recently launched the UG course i.e. MBBS so it will take time to establish itself.
All in all, KGMC is the better option at least as of now.
Without any second thoughts, go for UCMS. The academic ambiance is almost the same at both the colleges and both of them are highly reputed. Here are a few additional benefits of choosing UCMS over KGMU

One of my cousins got selected in both AIIMS Gorakhpur and KGMU. However, he chose KGMU because of the following reasons

AIIMS Gorakhpur on the other hand is a newly established institute so it will take time to grow.
Many people consider IMS BHU better than KGMU due to internal PG. But the truth is internal PG at IMS BHU will only give only a single attempt to get an internal seat at a low rank. Moreover, owing to the rotation system in a particular year, there might be no internal seat for a particular branch for a specific category. If you happen to belong to that particular branch, you will have to be among toppers else you won't be eligible for internal benefit or state quota. KGMU on the other hand, will give you unlimited attempts with a state quota
Also, I feel MBBS is not just about PG, but also about the holistic development of the students. That being said, the IMS tag isn't as valuable as the KGMU tag.
So, I don't think it's wise to choose IMS BHU over KGMU.
You are right in considering the UP bond and internal PG reservation while making your choice.
You may choose JNMC (AMU) over any of these top colleges of UP- KGMU, RMLIMS, GSVM, MLN and LLRM. The reason being, as already mentioned by you.
KGMU has always been a very attractive option for medical aspirants.
It has a good infrastructure and reputation. It is considered as the best medical college in UP. I don’t have much idea about AIIMS Jodhpur, but it is considered the best after Delhi. Personally though, I consider AIIMS Rishikesh a better choice due to its pleasant location.
Recently, the UP government has passed a compulsory bond for UGs and PGs. It is a compulsory 2 years rural posting bond. This is a huge drawback in choosing KGMU Lucknow. The rural posting will be a difficult time, and you won’t learn much from it. There are safety concerns as well.
For your MBBS, you should choose between the two based on personal preference. But I would recommend you go for AIIMS Jodhpur.
I can shed some light on the Psychiatry department of CIP Ranchi.
I don’t have much information about KGMU. But as far as CIP Ranchi is considered, the only academic pro is its enormous patient load. This offers a great exposure. Other than that, you’ll meet good peers and seniors. The biggest con, on the other hand, is the anti research attitude. People aren’t encouraged towards research. Only after you start publishing papers, do others invite you to their work.
But also, a lot has changed at CIP Ranchi in the past years. So I recommend you approach some seniors from both the colleges before arriving at a decision.
Based on the opinions within the medical community, I will provide some information on these colleges-
I don’t know much about GMC Patiala and GMCH Chandigarh, so I won’t comment on these two.
Make sure to choose a college with hardworking students. Good company will motivate you to study harder and excel in your field. Food and language barriers aren’t much of a problem in the long run.
