The course as per isn't expensive it's affordable. In the range of 30-40,000 INR per semester. Besides, we get MHRD scholarship of 12400 INR per month which covers almost all the expenses and the fees.
There is negligible fees hike, mostly for mess charges. All students get a MHRD scholarship and compensated with 12400rs per month upon working 32 hours as a Teaching assistant. TA changes every semester and workload depends on what you are assigned. For exam if you are assigned to a maths faculty you'll have to learn a few things and assist. Some faculties are easy going and will assign you tasks you're comfortable with. Other duties in NKN, library, SRC are really easy.

I feel you are torn between the IIT and NIT tags here. In that case, new IITs are a better option unless you are considering top NITs like Warangal, Surathkal, or Calicut.
But it seems you have 2 generation NITs in your list only. In that case, IIT Mandi is a preferable choice.
Either program will offer a plethora of opportunities, and choosing one over the other will be merely because of personal preferences.
Choosing an M.Tech. in biotechnology for research purposes might not be a good decision.
For better job opportunities and placements, opt for other streams like CSC; otherwise, you will end up as a postgraduate in the biotech field without the perfect job you wish for.
The biotech department in most of institutions, including IITs, is weak in nature. Most students prefer other streams for their higher studies, which is a good idea to secure your career.
The only option left for you is to take the JRF and NET exams. If you have a strong interest in the biotech field prefer institutions like IISERs, TIFR, IISc, DU and JNU other than Mandi
