The Certificate in Rural Development (CRD) is a 6-month Open Distance Learning (ODL) programme offered by the School of Continuing Education at Indira Gandhi National Open University (IGNOU), New Delhi. The programme carries 18 credits and is available in both English and Hindi medium. With a total programme fee of Rs. 2,100 plus applicable registration and development fees, it is one of the most accessible rural development programmes in India. The CRD programme provides a comprehensive understanding of socio-economic factors affecting the transformation of rural society, covering rural development in the Indian context, rural development programmes, and rural development planning and management. It is primarily designed for graduates who, due to limitations of time and resources, are unable to take up the Post Graduate Diploma in Rural Development (PGDRD) but still want a comprehensive orientation in rural development. Importantly, students who complete CRD and wish to pursue further studies in rural development (MARD or PGDRD) are entitled to credit transfer. The programme is available at one of the widest networks of study centres in India, including government colleges, ITIs, and Jan Shikshan Sansthans across all states.

Admissions to the CRD programme are conducted twice a year - in the January session and the July session. For the January 2026 session, the last date for fresh admission has been extended to 30th March 2026. The July 2026 session admissions are expected to open in May 2026 with a tentative last date in August 2026. The programme is currently open for the January 2026 session.

Since this programme is offered in Open Distance Learning (ODL) mode, students study through self-learning print materials. The programme is available at an extremely wide network of study centres across all states and union territories of India, including government degree colleges, ITIs, Jan Shikshan Sansthans, and IGNOU regional centres in Hyderabad, Shimla, Jammu, Bangalore, Cochin, Bhopal, Pune, Imphal, Shillong, Aizawl, Bhubaneswar, Khanna, Jaipur, Gangtok, Chennai, Agartala, Lucknow, Kolkata, Delhi, Srinagar, Dehradun, Ranchi, Vijayawada, Raipur, Nagpur, Jorhat, Noida, Guwahati, Trivandrum, Jabalpur, Rajkot, Madurai, Koraput, Siliguri, Darbhanga, Aligarh, Varanasi, Mumbai, Patna, and many more. Students should visit the official IGNOU Admission Portal to check the complete list of study centres offering CRD in their region.

IGNOU CRD FAQs

Ques. I am a Panchayat member/village-level worker. Is the CRD programme useful for me?

Ans. Yes, the CRD programme is specifically designed for grassroots-level workers involved in rural development. The curriculum covers rural development programmes, planning, and management that are directly applicable to Panchayati Raj institutions, self-help groups, and village-level development activities. The programme will help you understand government schemes and implement them more effectively.

Ques. Can I get credit transfer from CRD to PGDRD or MARD?

Ans. Yes, this is one of the most important features of the CRD programme. Students who complete CRD and wish to pursue the Post Graduate Diploma in Rural Development (PGDRD) or the Master of Arts in Rural Development (MARD) at IGNOU are entitled to credit transfer. This means you do not have to repeat the courses you have already completed in CRD.

Ques. Is a Bachelor's degree mandatory for CRD admission? Can I apply with just 10+2?

Ans. Yes, a Bachelor's degree in any discipline is mandatory for CRD admission. Students with only 10+2 qualification are not eligible for CRD. However, they can consider the Certificate in Rural Development offered at the 10+2 level at some other institutions, or first complete their graduation and then apply for CRD.

Ques. What career opportunities are available after completing CRD?

Ans. Graduates can work as Rural Development Officers, Block Development Officers (after clearing state PSC exams), NGO field workers, Panchayati Raj functionaries, community development workers, and project coordinators in government and non-government rural development programmes. The CRD certificate also strengthens your profile for PGDRD and MARD, which open doors to higher-level positions.

Ques. Is the CRD programme available at study centres in rural and tribal areas?

Ans. Yes, the CRD programme has one of the widest study centre networks among all IGNOU programmes, including government ITIs, Jan Shikshan Sansthans, and government degree colleges in rural, tribal, and remote areas across all states. This makes it one of the most accessible rural development programmes in India.

Ques. How is the CRD programme different from the PGDRD at IGNOU?

Ans. CRD is a 6-month certificate programme carrying 18 credits, designed for those who want a quick orientation in rural development. PGDRD is a 1-year post-graduate diploma carrying 32 credits with a more comprehensive curriculum. CRD requires a Bachelor's degree, while PGDRD requires graduation. The key advantage of CRD is that its credits can be transferred to PGDRD, making it a smart entry point for those who want to eventually pursue the full diploma.

How to change IGNOU subject/course/medium?

Dev Anand

how to change subject/course/medium at IGNOU:

IGNOU allows changes in certain circumstances:

  • Subject change: possible within the first 30 days of admission for the current session. visit your regional center or apply through ignou.ac.in ? student zone ? program change/subject change
  • Program/course change: if you want to switch to a completely different program (e.g., BA to BCA), you generally cannot transfer — you must re-apply for the new program fresh. some provisions exist within the same school/faculty
  • Medium change: can typically be changed with a written request to your regional study center

the annual window for changes is narrow — usually the first month of each admission cycle (Jan or July). after the window, changes are not generally accepted. visit ignou.ac.in ? student support or your nearest IGNOU regional center. bring your enrollment ID and relevant documents. call your regional center to confirm the current process as IGNOU procedures can vary slightly by center.
