I know a few people from both New Horizon College and DSATM. So I will try to give you an idea about them based on what I heard from my friends at the institutes.
New Horizon College of Engineering:
One of my friends was part of the ECE branch at New Horizon. She had a great time at the institute. The faculty, lab attendants are quite supportive. They have working faculties even on Sunday. So, if you missed any classes during the week you can catch up on that. You will have ample freedom at the lab. The labs are well-equipped with the latest instruments and computers.
Dayananda Sagar Academy of Technology and Management:
Comparably DSATM doesn’t offer such facilities. A friend of mine had to do her final projects using external resources, as the computers provided by the institute didn’t have the minimum requirements. Her project guides and her professors were not that supportive either. But in terms of placements, DSR does offer better facilities.

One of my friends suggested that CSE placements in this college are much better than other branches. Other branches like ECE and EEE struggle a lot to get good companies which CSE students get at one go.
The campus drive is conducted one year after passing out from the college. Many cores, noncore and BPO companies come here for placements. Good packages are offered to the students. Some of the companies also have a bond of 2 to 3 years.

According to the 2021 WBJEE cutoff, the required cutoff for CSE at Heritage Institute of Technology is 3434 (general). So, it will be difficult to get admission in CSE with your rank. As an alternative, you can go for IT at Heritage. It offers similar career prospects as the CSE branch.
With 4.5k rank, you can also try for KGEC EE/JGEC CSE/GCECT CSE/GCELT CSE/IEM IT/ GCETTS CSE.
At this rank in case, if you are getting a Govt. college don’t go for it as there is a very low chance of placements.
Students are eligible for placements since 3rd semester only if they possess extremely high talent, otherwise, most students are eligible for placements from the 6th semester of engineering. Many companies such as societe general, microland, deloitte, capgemini, keep visiting our campus on a yearly basis. Usually the packages vary from 5-20 lakhs. My plan after degree is to get placed in a good enough company that satifies my necessities
Faculties are always available, very freindly and willing to help. The more you talk to faculties, the more knowledge they share with you. You have 3 internals in which one of them is optional and a final exam. The duration of each semester varies from 3-5 months depending on the semester you are in.
Sargam and Initium are the 2 fests that take place every year, sargam is usually held in November and initium during the month of march. Libraries have large amount of books accaessible to all students. they also provide pdfs to students if the actual copy isnt availbale at the library at that particular moment. Large amount of extracurricular activities are conducted every month. There are many clubs that the students can readily get enrolled and participate in the events that are organised by them
The facilities provided in our room is fine it's good.the meal quality is also fine and menu is also good. the registration process for hostel for me took so long that they were not responded properly and because of the management responsibility it took so long.the pg near to our college is it takes 10 to 15 mins to reach that pg from our college.
