CSE at JIIT is clearly better than ECE at Thapar. You must have a minimum JEE rank of 51,000 to get CSE at JIIT Noida.
There are no state quota, caste quota, or NRI quota at JIIT but Thapar offers a 50% quota for Punjab state students. This results in a superior quality of students at JIIT Noida than Thapar. Due to quotas and an increase in the number of seats, anyone can get admission at Thapar University.
If a student has a 300,000 rank in JEE Main, he will not be able to gain a seat anywhere, but if he is from Punjab, he may be able to secure a place in Electrical Engineering in Thapar. This explains how Thapar's situation has deteriorated.
JIIT will offer you great exposure which is actually required in CSE with regular industrial visits. CSE has more scope in terms of placements than ECE.

If you are passionate about CS, then opt for a dual degree program at BITS, or CS at other colleges. But if you do not have a specific branch in mind, opt for BITS. Later on, you might want to switch from engineering to some other sector, like finance.
The clubs and departments at BITS Hyderabad will give you ample exposure to understand your interests and goals. Moreover, top investment banks, and companies from various sectors visit the campus with good placement offers every year.
BITS Hyderabad has a far better placement record and brand name as compared to EAMCET colleges. It has a rich curriculum, unlike the EAMCET colleges, which give all the importance to theory, and coding is not taught properly. BITS Hyderabad has a good infrastructure with lush green campus.
Thus, if you do not have a specific branch preference, I would recommend BITS Hyderabad over EAMCET colleges any day.

JU is the best option among IIIT Delhi and IIEST for CSE. Although JU is way better than IIEST in CSE placements, it is slightly behind IIIT Delhi. IIIT-D has slightly better CSE placements. Yes, UGC has given its approval regarding pursuing two courses at the same time, only provided that one cannot pursue both these courses in regular mode. This basically means that for both courses to be considered valid,, one course has to be in regular mode and the other course must be in distance mode from Open University.
UGC rules are applicable in the case of IGNOU also. Earlier before UGC made such changes, IGNOU did not allow two regular courses simultaneously through the same University. But in accordance with recent regulations, you can do two regular as well as two distance courses at the same time.
