I am a student at IIT Ropar and thus I am qualified to answer this question-
quite developed and Mohali has its international airport. Ropar itself is a very calm and peaceful city. The campus is located at the foothills of Shivalik on the banks of the Sutlej River.
In terms of research citations, IIT Ropar ranks higher than most IITs, including the old ones.
I chose IIT Ropar Electrical branch over mediocre branches at old IITs and CSE at newer ones. I am quite happy with my decision and do not regret it in the least.
You need to multiply your CGPA with 10 to get the percentage. So, percentage = CGPA*10. This method is only applicable to colleges affiliated with Anna University. You can find information regarding methods for the calculation of CGPA, on the backside of your university marksheet. There will be detailed info regarding credit letters and credit values.
My cousin hailed from a middle-class family and cleared BITSAT in one go. His father somehow managed to pay the fees for the first semester.
After joining he approached the SBI stall and found out about the educational loans they were offering. Ever since then whenever he received a fee demand form, he submitted it to the bank that took care of his entire college fee including food and accommodation. He did not have to spend any money except for his personal expenses. The scholarships are given solely on the basis of merit here.
However, BITS Pilani fees face a hike every year so I don’t think the ROI of non-CS branches is worth being considered by middle-class families.

Both IISc and IITs have great differences because of their varied purposes for establishments. ITs were established to provide the finest technical manpower for building the nation. IISc on the other hand was established by private bodies to conduct core research with a focus on advancing the scientific capabilities of the country. IITs delivers education related to BTech courses whereas IISc only focuses on MS or M.Tech (graduate). Placements in IISc and IITs are equally good.
The dynamic research culture leaves no desire for placements and after the first year, many students completely focus on research. I have many friends who completed MS and Ph.D. from IISc, joined the Software industry at great positions but then left the industry in two years to continue pure research again. Apart from that placements are far better and for better positions in IISc.
IITs are for those who are on the lookout for jobs and have little or no interest in research work. IISc on the other hand primarily focuses on research work.
Basically, to pursue a career in any branch of engineering, the industry-oriented Bachelor's program offered at IITs is perfect. But for a research enthusiast who is keen to pursue a career in research, IISc is the best option.
Ultimately, the better institute is one that aligns with your preferences and area of interest.

However, the average package is based on many factors. The package you are offered depends on a number of parameters like experience, knowledge, communication skills, etc. Some people receive a salary package that is low but with great additional benefits like stocks, accommodation, foreign travel, patents published, whereas some receive a high in-hand salary with no additional benefits.
