As an institute, IIT Madras is much ahead of IIT Bhubaneswar, as it is one of the oldest and reputed IITs. But electrical engineering in IIT Bhubaneswar is quite good and offers many opportunities. The institute also has very impressive placement stats. In the year 2019, around 86% of students got placed from the Electrical engineering branch. The official average package for the batch 2017 as released by the institute (IIT Bhubaneswar) for Electrical Engineering was 8.5 LPA. A good number of core companies, software companies and PSU’s hire Electrical Engineers (EE) from IIT Bhubaneswar.
Also, Chemical engineering is a great branch with many prospects. Companies like O&G, Chemical Research firms- for both India & abroad visit regularly for placements. The non- core companies like Fin, MC. Techs are also open for Chemical Engineers. IITM offers decent placements, in 2019 there was 85.52% placement from duel degrees and the placement rate for Chemical Engineers was around 74%. The average CTC offered in IITM was 16 LPA.
IITM is good for the students who are interested in chemical engineering and would like to pursue MS/Ph.D. in the top universities. If you are looking for careers in research then chemical engineering provides ample opportunities. Getting a dual degree will also build a way for R&D roles in many companies such as ITC, Shell, HUL, etc. Also, the best part about going for chemical engineering is that it provides ample opportunities for people to prepare for non-core sectors as well.

one thing people miss — if you're female, the supernumerary seats at all IITs have more relaxed cutoffs than gender-neutral seats, so more doors open. similarly, if you're OBC/SC/ST check your category rank separately — 4000 AIR with a good category rank can get you significantly better options.
so HTRA and NHTRA are two categories of admission for MS/PhD at IIT Madras — the main difference is whether you get a stipend or not.

practical take — if you have GATE score, try hard for HTRA because Rs.37-42k/month essentially covers living expenses at IIT Madras. NHTRA is fine if you have external fellowship (JRF, INSPIRE etc.) or company sponsorship. same degree at the end of the day though.
