The tution fee is very affordable for middle class and the cost of education can come along 30k per year maximum including projects and presentation or assignments charges. The fees concession is given by college who are not able to afford education..it's about 10-15k per year. There is no campus employment thing here!
The fee of the course is 15k which is affordable and you can get a scholarship from the college. There's a scholarship for students who are excellent in their academics and overall and another scholarship provided for those who are economically weaker.
There are various scholarships one can apply through Delhi University sites and other government funded options for students with low income status. There are many state funded scholarships as well for which students from respective states can apply.
