Canada's Immigration, Refugees and Citizenship Canada (IRCC) has confirmed that college diploma and certificate students who applied for a study permit on or after November 1, 2024, must graduate from a program in an eligible field of study to qualify for a Post-Graduation Work Permit (PGWP). The eligible fields list — currently at 920 programs — is frozen for all of 2026 with no additions or removals, as confirmed by IRCC on January 15, 2026.
The rule does not affect bachelor's, master's, or doctoral degree graduates. It targets college-level diploma and certificate programs specifically, and it has rendered some of the most popular programs among Indian students, including Business Administration, Hospitality Management, and Human Resources, ineligible for PGWP.

What the IRCC PGWP Rule Change Means for Indian Diploma Students in Canada
The field of study requirement was introduced on November 1, 2024, as part of Canada's broader International Student Program reforms. Under this rule, diploma and certificate students must complete a program linked to occupations facing long-term labour shortages in Canada — the same occupations prioritised under Express Entry category-based draws.
On June 25, 2025, IRCC updated the eligible list — adding 119 fields and removing 178 fields. The list now stands at 920 eligible fields and is confirmed frozen for 2026.

Students who submitted their study permit application before November 1, 2024, are fully exempt from this rule and remain eligible for PGWP regardless of their field of study.

What Indian Students Already Enrolled in Ineligible Canadian Diploma Programs Should Do Now
Students currently enrolled in an ineligible diploma program who applied for their study permit on or after November 1, 2024, have three options before graduation.
- Transfer to an eligible program before graduating: PGWP eligibility is based on the program you complete, not the one you started. Transferring to a program in an eligible field before graduation can restore PGWP eligibility. Confirm the new program's CIP code is on the IRCC eligible list before transferring.
- Upgrade to a bachelor's or master's degree: Degree graduates are not subject to the field of study restriction. A master's degree from any Canadian public university qualifies for a 3-year PGWP with no field of study requirement.
- Apply for an employer-specific work permit after graduation: If you have a job offer from a Canadian employer, you may be eligible for a Temporary Foreign Worker permit. This is more restrictive than a PGWP as it ties you to a specific employer.
Act before graduation. PGWP eligibility cannot be changed retroactively after you have already graduated. The CIP code of the program you complete is what determines your eligibility at the time of your PGWP application.
