For Indian students on an F-1 visa, the clock starts ticking the moment you graduate. You have 12 months of Optional Practical Training (OPT) to find a job, prove your value, and hope your employer files an H-1B petition in time. That window is tight — especially with H-1B lottery odds that have dropped sharply in recent years. The University of Texas at Dallas (UTD) changes this equation. If you enroll in one of UTD's STEM-designated programs, you become eligible for a 24-month STEM OPT extension on top of your initial 12 months. That is a total of 36 months of US work authorization — three full years to build your career, secure sponsorship, and navigate the H-1B process without the pressure of a 12-month countdown. This article breaks down exactly which UTD programs qualify, what the application process looks like, what Indian students need to watch out for, and how to make the most of this advantage.

What UTD's 3-Year STEM OPT Actually Means for Indian Students

The 3-year figure comes from combining two separate work authorization periods: 12 months of post-completion OPT followed by a 24-month STEM OPT extension. These are not automatic — you must apply for each separately, and both require active F-1 status.

Here is how the timeline works in practice. After graduating from a STEM-designated program at UTD, you apply for post-completion OPT through the ISSO (International Students and Scholars Office). Once that 12-month period is active, you can apply for the STEM OPT extension during the final 90 days of your OPT EAD. If approved, you get an additional 24 months of work authorization — bringing the total to 36 months.

For Indian students specifically, this matters because the H-1B lottery runs once a year (typically in March for an October start). If you miss one lottery cycle, you need another year of valid work authorization to try again. With only 12 months of OPT, missing the lottery once can mean leaving the US. With 36 months, you get up to three lottery attempts.

Work Authorization Period Duration Who Qualifies When to Apply
Post-Completion OPT 12 months All F-1 students who completed 1 full academic year Up to 90 days before graduation; USCIS must receive by grace period end
STEM OPT Extension 24 months F-1 students with a STEM-designated degree from an SEVP-certified school During the final 90 days of post-completion OPT EAD
Total Work Authorization 36 months UTD STEM graduates who complete both applications successfully Sequential — OPT first, then STEM OPT extension

Note for Indian students: The STEM OPT extension is not a visa. It is an extension of your F-1 status work authorization. You remain on an F-1 visa throughout. Your employer must be enrolled in E-Verify for the STEM OPT extension to be valid — this is a hard requirement, not optional.

UTD STEM OPT Eligible Programs: The Complete List by School

UTD offers STEM-designated programs across seven schools — not just engineering and computer science. This is one of the most misunderstood aspects of UTD's STEM OPT advantage. Business, economics, neuroscience, and even animation programs carry STEM designation at UTD, which means students in these fields are equally eligible for the 24-month extension.

The eligibility is determined by the CIP (Classification of Instructional Programs) code listed on page 1 of your I-20. That code must appear on the DHS STEM Designated Degree Program List. The programs below are confirmed STEM-designated as listed on UTD's official academics page.

Important note for Indian students: Always verify the CIP code on page 1 of your I-20 before applying for STEM OPT. The CIP code on your I-20 — not just the program name — must appear on the DHS STEM Designated Degree Program List. If your program recently changed its CIP code (UTD updated several codes in 2023), contact the ISSO to confirm your I-20 reflects the correct STEM-eligible code.

UTD STEM OPT Application Process: Step-by-Step for Indian Students

The STEM OPT application at UTD is a two-stage process — first through the ISSO, then through USCIS — and missing any deadline can result in a gap in work authorization. Indian students often underestimate the processing time involved. The ISSO alone can take 14 to 21 business days to process your OPT I-20 request, and USCIS processing adds additional weeks on top of that.

The sequence below is based on the official UTD ISSO process. Do not begin any step out of order — filing the I-765 with USCIS before receiving your OPT I-20 from the ISSO will result in automatic denial and forfeiture of your filing fee.

Stage 1: Applying for Post-Completion OPT (12 Months)

Step Action Key Deadline / Note
1 Complete the mandatory OPT Workshop (in-person or online via iComet) Required before ISSO will process your I-20 request
2 Submit Post-Completion OPT Request eForm in iComet under F-1 Alumni Can submit up to 90 days before graduation
3 Pay the $150 Practical Training Fee via Galaxy account Effective March 4, 2026 — fee is applied to your UTD account after I-20 is issued
4 Receive OPT I-20 from ISSO (14–21 business days processing) Check program end date and CIP code on page 1
5 File I-765 with USCIS (online or paper) — pay $470 (online) or $520 (paper) USCIS must receive within 30 days of ISSO recommendation date AND before grace period ends
6 Receive EAD card from USCIS Do not begin work until EAD arrives and start date has passed
7 Report employment to ISSO within 10 days of EAD start date via iComet Mandatory — failure to report accrues unemployment days

Stage 2: Applying for the 24-Month STEM OPT Extension

Step Action Key Deadline / Note
1 Complete the STEM OPT Workshop in iComet Required before ISSO will issue STEM I-20
2 Complete Form I-983 Training Plan with your employer Employer must be E-Verify enrolled; employment must be full-time (20+ hours/week) and directly related to your STEM degree
3 Submit STEM OPT I-20 Request eForm in iComet with I-983, current EAD copy, and Practical Training Fee receipt Apply within the final 90 days of your post-completion OPT EAD
4 Pay the $300 Practical Training Fee via Galaxy account Effective March 4, 2026 — fee applied to UTD account after STEM I-20 is issued
5 Receive STEM OPT I-20 from ISSO USCIS must receive your I-765 within 60 days of the ISSO recommendation date in SEVIS
6 File I-765 with USCIS — pay $470 (online) or $520 (paper) Must be filed before your post-completion OPT EAD end date; if timely filed, you get 180-day automatic extension to continue working
7 Receive STEM OPT EAD card Submit copy to ISSO within 10 days via STEM OPT Reporting Form in iComet

Note for Indian students: If you file your STEM OPT application before your OPT EAD end date, you are automatically eligible to continue working for up to 180 days while USCIS processes your application. This 180-day cap-gap protection is critical — do not wait until the last week to apply.

STEM OPT Reporting Requirements at UTD: What Indian Students Must Track

The STEM OPT extension comes with strict reporting obligations — missing a validation window can jeopardize your F-1 status, and there is no way to retroactively complete a missed validation in SEVIS. This is one of the most common compliance failures among international students, and Indian students on STEM OPT are not exempt.

All reporting must be done through the STEM OPT Reporting Form in iComet. Reporting in the SEVP Portal alone does not satisfy the UTD ISSO requirement.

What Must Be Reported and When

Reporting Trigger Deadline What to Submit
Receiving STEM OPT EAD card Within 10 days Copy of EAD card via STEM OPT Reporting Form in iComet
Change of US address Within 10 days STEM OPT Reporting Form in iComet
Start or end of employment Within 10 days STEM OPT Reporting Form + updated I-983 (with Final Evaluation on page 5 if ending)
Change of employer name or work-site address Within 10 days STEM OPT Reporting Form + updated I-983
6-month validation (6 and 18 months from STEM EAD start date) Within 10 days of due date STEM OPT Reporting Form only (confirm address and employment details)
12-month validation (12 months from STEM EAD start date) Within 10 days of due date STEM OPT Reporting Form + I-983 with Evaluation on Student Progress (page 5, top half)
24-month validation (24 months from STEM EAD start date) Within 10 days of due date STEM OPT Reporting Form + I-983 with Final Evaluation on Student Progress (page 5, bottom half)

Unemployment limits during the full 3-year period: During your 12-month post-completion OPT, you can accrue a maximum of 90 days of unemployment. Once on STEM OPT, you get an additional 60 days — bringing the total allowable unemployment across the entire 36-month period to 150 days. Exceeding 150 days is a violation of F-1 status and can result in SEVIS termination.

Note for Indian students: Validation due dates are based on your STEM EAD start date — not your employment start date. Even if you just changed employers or are between jobs, you must still submit your validation report on time. Submitting a blank or all-"no" form will result in the eForm being closed and your validation window being missed.

UTD STEM OPT Employer Requirements: What Your Job Must Satisfy

Not every job offer qualifies for STEM OPT — your employer must meet specific federal requirements, and your role must be directly related to your STEM degree. Many Indian students lose their STEM OPT eligibility not because of their own actions but because their employer does not meet the E-Verify requirement or the job description does not align with their degree.

Before accepting any offer during your STEM OPT period, verify the following with your employer:

Requirement Details How to Verify
E-Verify enrollment Employer must be actively enrolled in E-Verify with good standing Use the USCIS E-Verify Employer Search Tool at e-verify.gov
Compensated employment Unpaid internships and volunteer positions do not qualify for STEM OPT Confirm offer letter includes compensation
Full-time hours Must be more than 20 hours per week Confirm in offer letter or employment contract
Bona fide employer-employee relationship Must include on-site supervision and training by experienced staff Documented in Form I-983
