Before selecting among institutes, you should decide which branch to opt for. As per the question asked, you must have an interest in both EE and CSE at the two specified institutes. Fees and Financial Aid:

My fee for the first year was almost 2 lakhs for general category and for other categories it was 50 thousand, 50thousand and 1lakh for SC, ST and OBC respectively. There are a lot of scholarships like Economically Weaker Section and sports etc.

My experience at NIT Hamirpur

Yearwise fees is 2 lakhs approx including hostel and academics. Tuition fees is about 55k lab fees etc. involves 46-60k depending on whether facility used. For reserved candidates tuition fees is zero. Many scholarships are there but nothing for general.

40000 fees per semester It is also 70000 per semester For family income less than 5lakh per year there are scholoships And also few reduction for ews Other than that we need to buy things like drafter, workshop dress, lab coat that totals to 1500 There are also some optional courses for 2000 for 4 semesters
