Yes, a branch upgrade option is available for B.Tech students at IIT Bhilai. It is permitted only on the basis of the following criteria:

The cumulative CGPA at the end of 1st year. Grade distribution will be employed to break ties.
Any discipline's total enrollment cannot exceed 110% of its allocated capacity, and no discipline's enrolled capacity may decline by more than 20%.

This is the branch upgrade criteria at IIT Bhilai.
