to get a duplicate certificate from Anna University (Chennai):

Affidavit: get a notarized affidavit stating loss/damage and non-misuse declaration
FIR (if lost): file a police complaint and attach FIR copy
Newspaper advertisement: publish in 2 newspapers (Tamil/English) about lost certificate
Application form: download from annauniv.edu ? examination section ? duplicate certificate
Fees: Rs.1,000-3,000 depending on document type. pay by DD in favour of Anna University
Submit at: Anna University Controller of Examinations office, Guindy campus, Chennai
Processing time: 30-90 days

for transcripts to foreign universities: Anna University has a separate transcript service. apply specifically for that if needed for MS/immigration purposes. contact the examinations office at annauniv.edu or visit the Guindy campus directly for the most current procedure — Anna University has different processes for different types of certificates.

If your certificates are lost or damaged, you can order duplicate copies. There are procedures in place if they are lost, such as a paper ad or a non-traceable certificate from the police. You cannot apply for duplicate certificates when the originals are available (available on the website).

You can ask the management for the certificate's return or file a police report against the college if it refuses.

Getting a duplicate certificate of your mark sheet from Anna University is now very easy. Here are the steps you need to follow:

Go to the Anna University website and look for a PDF titled “Issue of duplicate certificate procedure and details”.
Print it and fill in the required details along with a demand draft of INR 300 in the name of the university as mentioned.
Send your document to the university through any courier service. It should reach within 3 days.
Track your shipment and it is better to call them as soon as it reaches the university.
The whole process can take around 14-15 days. But it may take 30-45 days sometimes depending upon their availability.

Earlier you needed to file a police complaint regarding the loss of your original documents. Nowadays you do not need to do that.
