Now, whether you will be able to prepare for UPSC, along with your engineering degree or not, that depends on you.
Thus, you can prepare for UPSC if you really want to, and choosing IT will make it easy for you to lower the burden of academics.

Campus life
Mechanical engineering is considered as one of the best in Madhya Pradesh. However, ECE has a phenomenal future in India, and so many students prefer it than mechanical engineering.
All the branches are good in UIT RGPV. As per some of the students, Automobiles and Petrochemical are not that good.
The college does not have much campus life. The labs are not well developed. You should choose the branch in which you have an interest. You will only be successful if you know the branch well. Else there is no meaning in doing engineering.
If you are looking for a good campus, then look for more colleges. However, if you are interested in CS or IT branches then you can choose UGIT as it is good here.
My brother recently graduated from UIT RGPV. Generally, you will have to pay a minimum of 2.5 lakhs, which includes test fees. If you're lucky enough to get a decent PET score, another alternative is TFNP, which doesn't require you to pay tuition and helps you to finish your degree in and around 1 lakh easily.
The year-wise course fee is around 25,000. In the first year, college buses are compulsory so you have to pay around 8,000 - 10,000 for it. You also need to pay for the semester examination form fee which is around 1300.
Both CSE and IT follows the same curriculum till 3rd year of college. You will only find a few different subjects in your final year. IT on a broad scale deals with the networking and security part. On the other hand, CSE is all about the development of software, applications, and programming.
However, it is suggested that you opt for IT at IET Lucknow instead of UIT (RGPV) CSE if you are concerned about the placement scenario. It is so because IET has better placement offers. Not only this but the overall structure and curriculum of IT are extremely good. Being an autonomous institution, IET Lucknow offers more benefits than the other institutions.
The average package offered to the CSE students at IET is around INR 4.5 Lakhs per annum as per the placement report of the institute in the year.
If you are considering joining Amity, go for the Amity Noida campus. It offers better facilities exposure and placement opportunities compared to other Amity campuses. According to the recent highlight sof Amity Noida placements, students from CS branch get an average CTC of around INR 4.5 - 5 LPA and the highest CTC goes up to INR 13 LPA.
