IIT Dharwad started functioning from 2016, and is one of the 3rd gen. IITs. Because it is very new, not much information is available about it online.
It recently shifted to its permanent campus, and is continuously making progress in infrastructure and academics. The mess food may not be to the liking of North Indian students because it caters to the South Indian taste palette. The highlight is the teaching faculty which consists of best teachers from IIT Bombay.
IIT Dharwad is continuously progressing, and will hopefully make its place among renowned engineering colleges in the future.

The simple answer is No.
An ‘IIT’ tag is not enough to make a college great. It takes a long time to become a brand. The 7 old IITs didn’t become a brand overnight. This happened decades later, after their work gained recognition.
The term IIT generally recalls the 7 old ones, both inside and outside of India. 3rd Gen IITs will first have to reach the level of 2nd Gen IITs, which are themselves struggling to attain credibility. Over here, credibility means brand value and recognition.
Thus, IIT Dharwad is not that good. It was established very recently, so it’ll take a long time to become a reputed IIT.
IIT Tirupati and Palakkad were established in 2015, while the others were set up in 2016. Thus, these two colleges have developed better infrastructure for freshers.
The transit campus of IIT Tirupati consists of hostels and academic buildings, along with other facilities. IIT Palakkad has also completed its transit campus. IIT Tirupati is located close to Tirupati town, but IIT Palakkad is in the countryside. Moreover, Tirupati is just 3 hours away from Chennai, if one travels by bus. The transit campus of other institutions will take longer to build, because their plots were finalized only recently.
IIT Tirupati and Palakkad are better options than the others. Next, IIT Dharwad and IIT Goa are better options in locational terms. But IIT Goa witnessed some violent incidents on the campus a few years back. This makes IIT Dharwad a better option.
I would recommend you keep IIT Jammu as the last option because of its location. So, the preference list goes as- IIT Tirupati > IIT Palakkad > IIT Dharwad> IIT Goa= IIT Bhilai> IIT Jammu.
Tirupati is the site of the famous Tirumala Balaji Temple. So Tirupati is a tourist attraction, and a developed area. I can completely understand your concerns regarding the food, weather and language in and around IIT Tirupati.
I can enlighten you about the mess food of IIT Tirupati. It is an amalgamation of North and South Indian dishes. The menu generally consists of Dal, Sambar, Cury, Curd, Salad and Rice. Mess food can’t be compared to homemade food, but it is decent enough and comparable to the mess food at other IITs.
The weather of Tirupati is extremely hot from April to May, with temperatures around 41-43 degrees. But these are the months of college vacation, so you need not worry. The monsoons take place between July- September end, and the winters are quite warm and comfortable. The place is quite liveable.
The common language of Tirupati is Telugu, but as it is a famous tourist attraction, the local vendors and autowalas know good-enough Hindi. Inside the campus, English is the commonly spoken language by professors and students. Language usually won’t be a problem in and around the campus.
You’ll have a good time at IIT Tirupati, irrespective of your cultural background.

Construction is currently in place for the permanent campus.
The construction of the transit campus of IIT Tirupati was completed way back, and it started working in August 2018. The hostels, classrooms and labs are all located in the transit campus as of now.
The transit campus contains a dining hall, a library, cricket and football grounds, a volleyball court, a basketball court and indoor badminton courts. The campus has a fully equipped gym along with a trainer, and coaches are available for all the mentioned sports. The administrative building is also located in the transit campus as of now.
In the present scenario, EEE is a better choice as compared to Mechanical. Moreover, BITS Hyderabad is better than IIT Tirupati in various aspects.
The average package for B.Tech Mechanical at IIT Tirupati is 12.30 LPA (for 2023 placements, as of now). The average package for B.Tech EEE at BITS Hyderabad goes higher than that. Moreover, some companies may offer less packages to IIT Tirupati graduates in comparison to BITS graduates, for the same role.
BITS Hyderabad has a better campus in comparison to IIT Tirupati. The college culture and life is richer at BITS Hyderabad, and even its coding culture is better. You can check the worldwide GSoC college-wise selections. Hyderabad city has ample career opportunities, much more than Tirupati. The startup and entrepreneurial culture of BITS Hyderabad is top notch.
The students of BITS Hyderabad and Goa get the BITS Pilani tag on their degrees, without any mention of their actual campuses. On the other hand, the ‘IIT tag’ holds significance only for the students of the 7 old IITs. BITS campuses follow 0% attendance requirement policy and MIT pedagogy, while IIT Tirupati follows a strict attendance criteria and IITR pedagogy).
Based on these factors, and many others, I would suggest you to opt for BITS Hyderabad ECE/EEE over a core branch in any of the 2nd or 3rd gen IITs.
Upon joining any IIT, you’ll be termed as an IIT.This would essentially mean getting the IIT tag.
The IIT tag is not a material thing, it is not an ID card. It just means that you’ll become a part of one of the IITs. Most of the clubs and societies at IITs, especially the new ones, are student driven. So the responsibility of building and maintaining the campus culture falls entirely on the shoulders of IITians. But this experience is very beautiful and enriching.
The faculty and student communities at IITs are very helpful. The students help one another in every matter. The IIT tag wouldn’t get you placed in a company, for this you’ll have to develop your skill set.
IIT Tirupati will provide you with a lifelong experience, and you’ll forever be a part of the institution, even upon graduating from there.

Upon completion the 550 acre campus will also contain swimming pools, faculty residence, 2 sports stadiums, malls, academic buildings, etc. The labs are equipped with high configuration systems, the faculties are well qualified and the campus is quite good.
