If you are an out-of-state aspirant, your JEE Main ranking must be around the opening and closing range of 2936 - 12187. If you belong to the home state then your rank must fall under 14665 - 31620. To fall under this range you must score around 150 marks.
If you are interested in Aerospace Engineering irrespective of the college, then you must consider IIST Thiruvananthapuram too. It offers aerospace engineering as its flagship course for which you must aim for around 4K rank in JEE Main by scoring 260+
PEC is still an amazing option for AE. If you score 150-200 in JEE Main, your seat will be almost sorted at PEC in their first round of counseling.
Both UPES Dehradun and PEC Chandigarh are reputed institutes. I have few friends from both institutes and based on the reviews I got from them, I will say UPES is a better choice.

If you are interested in CSE and have the confidence that you will be able to get IITs/NITs/BITS, you can take a drop year. But this option has its risks. PEC Chandigarh offers branch sliding options. Although the cutoff requirement is high for CSE, it's certainly doable with hard work. This way you won’t have to worry about a drop year.
For admission in PEC, you at least need to have 75% in your intermediate exams and cleared the JEE Main cut-off for the institute.

If you are desperate to join this year, then you can search for CSE/ECE branch other institutes, as per your JEE rank. But, if you can have time in your hands, you can give another attempt in JEE Mains.
There are many things to consider while choosing a college such as placements, location, branch, choice, your expectations after 4 years of engineering life, etc.
If you have a liking for a particular branch then go to that college all things considered. Being a student of MNIT myself, I can say that, if you are only concerned about placements then MNIT Jaipur will prove to be a better choice.

The city of Chandigarh has a lot to offer. There might be a few problems regarding food and accomodation in Vellore for non local students. Other than that, PEC provides necessary facilities including an excellent library, workshops, sports grounds and much more.
PEC has moderate fees, compared to VIT, as being an institute of national importance. PEC has a better student culture, with no management quota. Also, has a far better employee reputation throughout the years.
Students are eligible for placements from 4th year and many get PPOs in 3rd year as well. Top companies like Amazon, Microsoft, Apple, Google, visits the campus for placement. In CSE last year, the highest package was around 60 LPA with average around 17-18 LPA with 80% got placed.
Faculties are great, well eduacted and knowledgeable as they've phd from top IITs NITs. Faculty student ratio is around 1:20. Some faculties are good and some are bad based on teaching and help given to us. Exams are really tough here. Course, meanwhile is very relevant.
There are lot of clubs in the college based on social and subject related. We also technical societies for each course. We have great PECFEST every year. In classrooms though, facilities are decent. Sports, meanwhile is great as have competition with nearby colleges like NIT Delhi.
