If you are an out-of-state aspirant, your JEE Main ranking must be around the opening and closing range of 2936 - 12187. If you belong to the home state then your rank must fall under 14665 - 31620. To fall under this range you must score around 150 marks.
If you are interested in Aerospace Engineering irrespective of the college, then you must consider IIST Thiruvananthapuram too. It offers aerospace engineering as its flagship course for which you must aim for around 4K rank in JEE Main by scoring 260+
PEC is still an amazing option for AE. If you score 150-200 in JEE Main, your seat will be almost sorted at PEC in their first round of counseling.
Both UPES Dehradun and PEC Chandigarh are reputed institutes. I have few friends from both institutes and based on the reviews I got from them, I will say UPES is a better choice.
Given the choice, I will suggest that you choose UPES Dehradun. If you want more details regarding the institutes, you can visit their official website.
If you are interested in CSE and have the confidence that you will be able to get IITs/NITs/BITS, you can take a drop year. But this option has its risks. PEC Chandigarh offers branch sliding options. Although the cutoff requirement is high for CSE, it's certainly doable with hard work. This way you won’t have to worry about a drop year.
For admission in PEC, you at least need to have 75% in your intermediate exams and cleared the JEE Main cut-off for the institute.
The following table shows the JEE Main Round 1 cut-offs for PEC in 2020:

Seeing the cut-off rank, you might not get PEC Chandigarh at your mentioned profile.
If you are desperate to join this year, then you can search for CSE/ECE branch other institutes, as per your JEE rank. But, if you can have time in your hands, you can give another attempt in JEE Mains.
There are many things to consider while choosing a college such as placements, location, branch, choice, your expectations after 4 years of engineering life, etc.
If you have a liking for a particular branch then go to that college all things considered. Being a student of MNIT myself, I can say that, if you are only concerned about placements then MNIT Jaipur will prove to be a better choice.
The following data comparing the placements at both institutes will hopefully give you better clarity.

The city of Chandigarh has a lot to offer. There might be a few problems regarding food and accomodation in Vellore for non local students. Other than that, PEC provides necessary facilities including an excellent library, workshops, sports grounds and much more.
PEC has moderate fees, compared to VIT, as being an institute of national importance. PEC has a better student culture, with no management quota. Also, has a far better employee reputation throughout the years.
Students are eligible for placement from 6th semester onwards most of the big companies do visit our campus like apple Flipkart Microsoft Google airbus and most of the big companies come in our placement I package for electrical branch in 2025 was 52 lpa and the average median package remained about 13 LPA for2025 the data isn't out yet but typically 72to 75 percent students get placed in my branch my plans after the degree is to get a stable corporate job of 18+lpa
The faculty to student ratio is like 1: 60 the faculties are super humble and approachable and are willing to help if you need them mrs Swati Bhardwaj mam aur maths faculty is really experienced and humble teacher anar communication faculty miss Omega vaid is also a very great teacher she puts a lot of effort in her work to improve effective communication of a student till now there is no such a faculty I have heated or I didn't like but what I have heard most wEd teachers are pain and can't blame them cause most students don't like the subject there are lots of quizes there are 3 quiz for 1 subject each sem and there is one mid sem and endsem like generally in all college and all these collectively make your grade
There are various festivals in my college the main festival is the pecfest which is our flagship level festival it is held in November and most of the big events happen in this festival this festival is sponsored by our college Indian army videos search small events happening in our college there is a variety of books and journal in our library and is available to students through their ID cards aur classes are good with smart boards and ACS but faculties prefer to teach on blackboard rather than on slides or PPTs and which I think it is great throughout the campus there are no camera in classrooms to be specific the campus has almost all types of sports infrastructure leg swimming pool badminton court volleyball court football grounds cricket grounds and what not the college also has a gymnasium There are not one but many social groups or gloves in our college like NCC SCC and NSS there are many other cultural clubs like for dance and drama also there are technical society's which deals with take related stuff also there is devotional and meditative societies in our college so there is versatility of groups you can choose for your college life
