It all depends on your personal preferences and what appeals to you the most. However, if none of these two branches piques your attention, then definitely mechanical engineering in PEC is the way to go.

It would be advised that mechanical is always a better choice than aerospace. You can choose to go for Mechanical engineering without giving it much thought and discussion.
One of my friends was in a similar dilemma a few years back. There are several outlooks to consider when deciding which among both of these should be your choice. The points listed below will give you a fair idea to think about it,
NIT Kurukshetra does have a slight edge over PEC.
My sister is an alumnus of NIT Arunachal Pradesh and has also visited NIT Silchar several times. As per her experience, the preference order to follow while making a choice between these institutes should be
The reason I placed NIT Silchar first is because it has better rankings, and even the connectivity issues have been resolved. One can now reach Silchar by road, train and via air. This has improved the placement scenario to a great extent.
It is difficult to predict with certainty whether you will get admission to PEC Chandigarh for civil engineering with a rank of 30,921 and the outside Chandigarh quota in the spot round. However, here are some points that might help you to understand the admission process:
It is difficult to say whether you will get admission to PEC Chandigarh for civil engineering with a rank of 30,921 and the outside Chandigarh quota in the spot round. However, you can participate in the counseling process and select your preferred course and college based on your JEE Main rank and the availability of seats. If there are any vacant seats available after the previous rounds of counseling, then you might have a chance of getting admission in the spot round.
Among the above three, CS at BITS Goa is the best institute to opt for. Agreeing with a few of my friends studying there, I can say that it provides better placements and wider industry exposure.
BITS Goa offers the best curriculum among the three, with no reservation, and offering flexible courses. Through the course, the faculty helps in all sorts of projects and thesis related works. Thought-provoking ideas are extremely encouraged.
The table below states the basic comparison among the above three branches in the specified institutes -

Placements (Winning Institute- BITS Goa)
The placement training in BITS Goa is extremely essential and productive. There is an established coding culture in CS, which makes students excel in open source coding more than DTU and PEC students.
The campus culture of BITS Goa is among the top 10 colleges in India. Technical, cultural, and sports fests held here are among the best in the country. BITS Goa is a private college and a newer establishment having the best campus and infrastructure with all the necessary amenities.
I have friends at both these institutes and based on what I have heard from them, I can vouch that the Integrated MTech CSE program offered by IIIT Bangalore is great. Here a few of the reasons why you should choose this institute for your int. Mtech.
Reputation: IIIT Bangalore is among the most reputed colleges not only in Bangalore but in the whole world.
Faculty: One of the major reasons for choosing the institute is the faculty base. You can check out the official website for the faculty profiles. Most of them have PhDs from top universities of the world like MIT, UC Barkley, IISc, IIT, etc.
Most of the faculty members also have years of experience working in the industry and they can teach you according to the current industry needs.

Extra-curricular:
IIIT B has a great coding culture. The performance of the students in various coding competitions, hackathons, and the GSoC selections are proof of that.

Overall, while both the colleges offer good education, NIT holds a big brand name. However, factors like location and opportunities come first when in such a dilemma. Also, as you are getting the same branch in both the colleges, choose PEC Chandigarh any day.
Two years ago, one of my friends was in the same situation. He could have taken electrical and sit for every company’s placements. If he chooses mechanical, then only core opportunities are open. Given the circumstances, he chose electrical in the first round of counseling. It was so because he would at least get a chance to sit in almost every business.
Sitting in a good company does not guarantee a good job, and mechanical engineering at PEC is far superior to that of many NITs and even IITs. Trusting his seniors and teachers, he switched to mechanical on the spot round to which he doesn't regret till now.
If you're interested in electrical, go for it. Since my friend had no particular interest in any of these subjects, he preferred mechanical over electrical.
Always pursue what you are interested in because if you love to do something in a field particularly, you will definitely achieve heights. Since I have a few friends at PEC, I can give you some idea about the Metallurgy course offered there.
