In this case, Electrical Engineering at IIT Roorkee would be a better option. The only exception being that you have an inclination towards studying CSE.
IIT Roorkee enjoys a strong national and international reputation. While IIT Bhubaneswar is growing and gaining recognition, it can’t yet match the established reputation of IIT Roorkee. The strong alumni network of IIT Roorkee provides significant advantages in terms of mentorship, networking and job opportunities. Additionally, Electrical Engineering provides a solid foundation for higher studies and research.
Here are the 2023 placement statistics of Electrical Engineering at IIT Roorkee:
| Branch | Highest Package | Average Package | Median Package |
|---|---|---|---|
| EE | INR 44.62 LPA | INR 19.05 LPA | INR 15 LPA |
CSE is a highly known branch with numerous opportunities in the tech industry, and placements for CSE are generally strong. But the newer IITs do not attract as many top-tier companies for placements as old IITs like IIT Roorkee.
In conclusion, I would suggest you choose Electrical Engineering at IITR over CSE at IIT BBSR.
Two years ago, one of my friends was in the same situation. He could have taken electrical and sit for every company’s placements. If he chooses mechanical, then only core opportunities are open. Given the circumstances, he chose electrical in the first round of counseling. It was so because he would at least get a chance to sit in almost every business.
Sitting in a good company does not guarantee a good job, and mechanical engineering at PEC is far superior to that of many NITs and even IITs. Trusting his seniors and teachers, he switched to mechanical on the spot round to which he doesn't regret till now.
If you're interested in electrical, go for it. Since my friend had no particular interest in any of these subjects, he preferred mechanical over electrical.
You need to compare the two universities to make a decision between the two. Having friends studying in both the institutes, I might be able to help you with the question.

Other than performing well in placements, the students of B.Tech CSE at IIT Bhubaneswar get to be a part of various interesting clubs and societies. These are- The Robotics and Intelligent Systems Club (RISC), Web and Design Society (WebnD), and Neuromancers (The Programming Society).
These clubs and societies allow students to indulge in the fields of robotics, web development and programming by interacting with others and working on interesting projects.
Based on my personal experience, I can assure you that B.Tech CSE at IIT Bhubaneswar is a good choice. However, I can not comment on the other institutions/courses as I have not been a part of them.
Since my cousin used to be a student of IIT Dhanbad, I might be able to give you some facts about the college which might give you a proper insight.

Both IIT Jodhpur and IIT Tirupati are reputed institutes. However, IIT Jodhpur is a second-generation IIT whereas IIT Tirupati is a third-generation IIT and has a long way to go to be at par with IIT Jodhpur.
Based on what I heard from my friends at IIT Jodhpur, I can say it has a terrific campus. It is the first fully planned technical campus with unique Incubation and Technology Park. IIT Jodhpur is making good advances in its placement and research work. Students at the institute get placed in core and non-core companies. Many alumni of the institute are also pursuing their studies in foreign universities.
Here are some recent statistics regarding the two institutes.

If you have to choose between two IITs that are not old, it’s wise to choose the campus which is more developed and older. Outline your evaluation by comparing the faculty and research activities of both the IITs. Refer to your seniors there and friends to gain better knowledge. Hope this helps you in making a decision.
If you are looking to compare different educational institutions, you may want to consider various factors such as the reputation of the institution, quality of education, faculty, infrastructure, research opportunities, placements, and other such parameters.
Based on these factors, the following institutions are listed in the order for "better ones":
However, it is important to note that this ranking is subjective and may vary depending on individual preferences and priorities. Here are some points to consider when evaluating educational institutions:
When choosing an educational institution, it is important to consider your goals, interests, and career aspirations. You may want to visit the campus, talk to current students and faculty, and explore the program offerings, research opportunities, and extracurricular activities before making a decision. Remember, the ranking of an institution should not be the sole factor in your decision-making process.
The cutoffs are released after the spot round. So, it’s difficult to say what is the required cutoff for Electrical branch in the spot round at PEC Chandigarh.
But assuming that you are from the open/general category, these are the starting cut-off ranks for recent years.

Since the number of seats in PEC is the same as last year (no increase or decrease) you can expect fairly the same ranks this year too. So, work hard and make sure you get in the rank range.
However, this is a popular trend, and you don't have to follow it. It is best to make a decision based on your own individual preferences.
First, you should make up your mind regarding the domain you want to continue with.
Here are some information to make your decision easier:-
Before selecting among institutes, you should decide which branch to opt for. As per the question asked, you must have an interest in both EE and CSE at the two specified institutes.
The points followed will give certain guidelines, based on which you can come to a conclusion.
Considering the above points, it can be deduced that EE at NIT Hamirpur is a better option, having a better college reputation and good campus life.
