UGC Releases New Draft Guidelines for Colleges Seeking Recognition

New Delhi: The University Grants Commission (UGC) recently released draft guidelines for colleges seeking UGC recognition, titled the University Grants Commission (Recognition of Colleges under Section 2(f) of the UGC Act) Regulations, 2023. These regulations pertain to colleges under section 2(f) of the UGC Act. 

Such colleges receive financial aid from the statutory body. They are designated as eligible for central assistance (UGC grant) under Section 12(B) of the UGC Act, 1956, adhering to approved assistance patterns across diverse schemes. This recognition signifies the colleges' eligibility for financial support from the UGC, streamlining their access to resources outlined within the statutory provisions.

The UGC defines college as “any institution, whether affiliated college or constituent college, known as such or by any other name and provides undergraduate or postgraduate or PhD programs or Diploma course of a duration of not less than one academic year and for which the minimum qualification for admission is a Bachelor’s degree.”

Documents Required for Colleges Seeking UGC Recognition

A college applying for recognition should submit the following documents on the UGC portal while applying.

  • Documents regarding the year of establishment of the college.
  • The university issued an affiliation certificate at the time of application.
  • A certificate of society registration and its associated trust deed or relevant documentation are required.
  • Notarized undertaking in non-judicial stamp paper of at least Rs 100 jointly by the management and principal of the college.
  • Approval of the statutory or regulatory body at the time of application.

All colleges must obtain UGC recognition under section 2(f) within three years from the notification date of these regulations. It further said, “Inclusion under clause 2(f) of the UGC Act shall be mandatory for all the colleges, irrespective of whether a college has temporary or permanent affiliation to the university concerned.”
