Odisha NEET UG Counselling 2026 is conducted by the Odisha Joint Entrance Examination (OJEE) Board for admission to MBBS and BDS state quota seats in government and private medical colleges across Odisha. Registration opened on June 18, 2026 and the choice-locking deadline is June 29, 2026 at 4:00 PM — candidates who have registered but not yet locked their college preferences must act immediately on ojee.nic.in. Approximately 1,813 MBBS state quota seats across 12 government and 5 private medical colleges are available through OJEE in 2026.

  • Choice Locking Deadline: The last date to lock your college preferences is June 29, 2026 at 4:00 PM on ojee.nic.in. After this time, the system auto-locks all saved choices in their current order. If your preferences are not arranged correctly, you may get a less preferred college — do not rely on auto-lock. Actively lock your choices before the deadline.
  • Mock Seat Allotment: A mock allotment preview will be published on June 27, 2026 on ojee.nic.in. Use it to check which college you are likely to get based on your current choice order — you can still edit and rearrange your preferences after the mock result, right up to June 29 at 4:00 PM.
  • Round 1 Seat Allotment: Round 1 allotment is expected in August 2026. In 2025, the provisional allotment was announced on August 16 and the final allotment on August 18. After allotment, you typically have 5–6 days to pay the seat confirmation deposit (Rs. 10,000 for General; Rs. 5,000 for SC/ST) and confirm your seat.
  • New 2026 Reservation Policy Alert: Odisha approved a major reservation change in April 2026 — ST reservation rises to 22.5% (from 12%) and SC rises to 16.25% (from 8%). Total vertical reservation now touches 50%. General category candidates should expect significantly tighter closing ranks in 2026 compared to 2024 and 2025 data.

What is Odisha NEET Counselling 2026?

Odisha NEET Counselling 2026 is the state-level admission process for filling MBBS and BDS seats in medical and dental colleges across Odisha through NEET UG scores. The Odisha Joint Entrance Examination (OJEE) Board, functioning under the Directorate of Medical Education and Training, Government of Odisha, conducts this counselling every year.

OJEE fills 85% of government college seats through the state quota. The remaining 15% of government college seats go to All India Quota (AIQ) candidates through MCC counselling. Private medical colleges in Odisha fill 100% of their seats through OJEE. Odisha is a closed state for medical admissions — only candidates with a valid Odisha domicile certificate can apply for state quota seats.

Odisha has 12 government medical colleges, 5 private medical colleges, and 4 dental colleges. Together these institutions offer around 2,675 MBBS seats and 363 BDS seats. Of these, approximately 1,813 MBBS seats are available under state quota through OJEE. AIIMS Bhubaneswar (125 MBBS seats) is a central institution and does not participate in OJEE counselling.

Here is what you must do before June 29, 2026 at 4:00 PM:

  • Register (if not done): Visit ojee.nic.in and register using your NEET UG 2026 roll number and date of birth. Pay the registration fee of Rs. 1,000 (General) or Rs. 500 (SC/ST/PwD) online.
  • Upload documents: Upload scanned copies of your Odisha domicile certificate, NEET scorecard, photographs, and Class 10/12 certificates. Ensure file sizes and formats match the portal requirements.

Odisha NEET Counselling 2026: Eligibility Criteria

You must meet all four conditions below to participate in Odisha NEET UG Counselling 2026. Missing even one condition makes you ineligible for state quota seats.

1. Nationality and Domicile

  • You must be an Indian National.
  • You must be a permanent native of Odisha with a valid Domicile/Nativity Certificate issued by the competent authority (Tahsildar) of your home district in Odisha.
  • Children of All India Service (AIS) officers allotted to the Odisha cadre are also eligible for the state quota.
  • Candidates from other states are not eligible for the 85% state quota. They can only apply for the 15% AIQ seats in Odisha government colleges through MCC counselling.
  • OCI card holders and NRI candidates can apply for NRI quota seats in private medical colleges through a separate fee structure.

2. Age Limit

  • You must be at least 17 years old on or before December 31, 2026.
  • There is no upper age limit for MBBS/BDS admissions as per current NMC guidelines.

3. Academic Qualification

  • You must have passed Class 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology, and English as compulsory subjects.
  • You must have passed each subject individually — an aggregate pass is not sufficient.
  • Minimum aggregate marks in PCB:
    • General / EWS: 50% in PCB
    • SC / ST / SEBC / PwD: 40% in PCB
  • Candidates appearing in Class 12 in 2026 can register, but admission is confirmed only after passing with the required percentage.

4. NEET UG 2026 Qualifying Percentile

You must have qualified NEET UG 2026 with at least the minimum percentile set by NTA:

Category Qualifying Percentile Minimum Score (2025 Reference)
General / EWS 50th Percentile 144 marks
General-PwD 45th Percentile 129 marks
SC / ST / SEBC 40th Percentile 113 marks

This is only the minimum qualifying score. The actual seat allotment cutoff in Odisha is much higher — General candidates typically need 580+ marks to secure any government college seat in Odisha.

5. Bond Obligation

All candidates admitted through Odisha state quota must execute a bond on Rs. 21 non-judicial stamp paper at the time of reporting to college. This bond commits you to two years of compulsory medical service in Odisha after completing your MBBS degree. The penalty for not fulfilling the bond is Rs. 25 lakh. Mid-course dropout (leaving MBBS before completing the degree) carries a penalty of Rs. 10 lakh. Prepare this bond document before your reporting date.

Odisha NEET Counselling 2026: Registration Process and Fee

Registration is done completely online at ojee.nic.in. The window is currently open and closes on June 29, 2026 at 4:00 PM. Follow these steps to complete your registration:

Step 1 — Create Your Account: Visit ojee.nic.in and click the MBBS/BDS counselling link. Enter your NEET UG 2026 Roll Number and Date of Birth. The portal verifies your NEET score directly from NTA records and creates your profile.

Step 2 — Fill the Application Form: Enter your personal details, contact information, and category (General / SC / ST / SEBC / EWS / PwD / GC / ES). Select your home district in Odisha and provide your domicile details. Enter a valid email and mobile number — all OJEE communications go there.

Step 3 — Pay the Registration Fee:

Category Registration Fee (Non-Refundable) Seat Confirmation Deposit (Refundable on Reporting)
General / EWS / SEBC Rs. 1,000 Rs. 10,000
SC / ST / PwD Rs. 500 Rs. 5,000
NRI Rs. 10,000

The seat confirmation deposit is collected when you are allotted a seat, not at registration. It is refunded if you report to the allotted college and complete admission formalities. It is forfeited if you do not report after allotment.

Step 4 — Upload Documents: Upload scanned copies of all required documents in the format specified by OJEE (PDF/JPEG within the size limit). The portal shows a checklist based on your category.

Step 5 — Select Verification Centre: Choose a document verification centre in Odisha. PwD candidates must select a centre where the Medical Board will convene.

Step 6 — Submit and Print: Review all details and submit your application. Download the payment receipt and application confirmation printout for your records.

The registration fee is non-refundable under any circumstances. Pay only through the official ojee.nic.in payment gateway — not through agents or third parties.

Odisha NEET Counselling 2026: Choice Filling and Seat Locking

Choice filling is the most important step in Odisha NEET Counselling 2026. Your allotment depends entirely on your NEET rank, your category, and the order in which you have locked your college preferences. The choice-locking window closes June 29, 2026 at 4:00 PM.

How to Fill Choices

  • Log in to ojee.nic.in using your registered counselling credentials after submitting the application form.
  • Browse the list of participating colleges and available courses for your category.
  • Add colleges in your order of preference — your most-preferred college goes first.
  • There is no upper limit on the number of choices you can add. Include all colleges you are willing to consider.
  • You can edit, reorder, or remove choices any number of times before the locking deadline.
  • Click Lock Choices to confirm your final preference list. Take a printout of the locked choice sheet as confirmation.

Auto-Lock Rule

If you do not manually lock your choices before the June 29 deadline, OJEE applies an auto-lock on your last saved preferences at 4:00 PM. Choices you added but did not save will not be included. Always manually lock — do not rely on auto-lock, as the saved order may not match your intended preference.

Mock Seat Allotment on June 27, 2026

OJEE publishes a mock allotment preview on June 27, 2026. This shows which college you are likely to get based on your current choice order and the current registered candidate pool. It is not binding — you can still edit and rearrange your choices after seeing the mock result, right up to June 29 at 4:00 PM. Use the mock allotment to check whether your current top preference is reachable given your rank, or whether you need to reorder lower choices.

Freeze vs Float: After Each Allotment Round

  • Freeze: You accept the allotted seat and exit all further rounds. You proceed directly to college admission. No upgradation is possible after Freeze.
  • Float: You accept the allotted seat but remain eligible for upgradation to a higher-preference college in the next round. If no better seat materialises, you keep your current allotment. Float is the safer choice unless you are fully satisfied with your Round 1 seat.

Choice Filling Tips

  • Add government colleges first — their annual fee is only around Rs. 20,000–30,000 compared to Rs. 6–19 lakhs in private colleges.
  • Study 2024 and 2025 closing ranks before building your list so you know which colleges fall within your rank range.
  • Add all colleges — including those in smaller towns — as later choices. Any government MBBS seat in Odisha is valuable.
  • Don’t access the portal at the last minute on June 29 — server load peaks near deadlines.

Odisha NEET Counselling 2026 Seat Matrix: MBBS and BDS Seats

Odisha NEET UG Counselling 2026: Rounds

Odisha NEET Counselling 2026 will be held across multiple rounds between August and November 2026 to fill all available MBBS and BDS state quota seats. Based on the 2025 timeline, here is what to expect:

Round Expected Period (2026) Key Feature
Round 1 August 2026 First allotment; Freeze or Float option; seat deposit collected on allotment
Round 2 August–September 2026 Upgradation for Float candidates; fresh registrations for unfilled seats
Round 3 (Final) September–October 2026 Last general round; no upgradation after this; reporting mandatory
Stray Vacancy Round November 2026 Slot-wise reporting by category (ST, SC, ES, EWS, SGS, NRI, General) for remaining seats

Round 1: OJEE releases the first allotment based on NEET rank, category, and locked choices. After allotment, you pay the seat confirmation deposit online within the deadline (typically 5–6 days) and choose Freeze or Float. You then report to the allotted college or OJEE office with original documents.

Round 2: Float candidates from Round 1 are automatically considered for upgradation. If a better-preference seat is available, your allotment upgrades. Fresh candidates who missed Round 1 or whose applications were earlier rejected may also join Round 2 for unfilled seats.

Round 3 — Final Round: The last general allotment round. After Round 3 admission, no upgradation is possible. Non-reporting after Round 3 leads to seat cancellation and deposit forfeiture. In 2025, Round 3 reporting ran from October 29 to November 1.

Stray Vacancy Round: If seats remain unfilled after all three rounds, OJEE holds a stray vacancy round with slot-wise reporting by category. In 2025, this ran on November 13–14.

If you do not report to the allotted college by the reporting deadline after any round, your seat is cancelled and the confirmation deposit is forfeited. You may rejoin the next round, but a seat is not guaranteed.

Odisha NEET Counselling 2026: Cutoff and Closing Ranks

The official 2026 cutoff will be released after allotment rounds, starting from August 2026. No 2026 cutoff data is available as of today. Use the 2024 actual data and 2025 projected figures below as a reference for estimating your chances.

Important for 2026: Odisha approved a new reservation policy in April 2026. ST reservation goes up to 22.5% (from 12%) and SC goes up to 16.25% (from 8%). Total vertical reservation is now 50%. This significantly reduces General/Open category seats — General candidates should expect tighter closing ranks in 2026 compared to 2024 and 2025.

Actual 2024 Closing Ranks — Top Government Colleges (General Category)

College General (UR) Closing Rank (2024) SC Closing Rank (2024) ST Closing Rank (2024)

Pt. Raghunath Murmu Medical College, Baripada ~16,926 ~55,875 ~1,83,193

Source: OJEE Official Allotment Data

2025 figures are projected based on 2024 trends. The 2026 cutoff may differ significantly due to the new reservation policy (SC reservation more than doubled, ST reservation nearly doubled), which reduces General/Open category seats. The official 2026 cutoff will be published by OJEE after all counselling rounds are complete.

Odisha NEET 2026: Marks vs Rank

Your NEET score determines your All India Rank, and your AIR determines whether you qualify for specific state quota seats in Odisha. The table below shows expected NEET score ranges against approximate AIR and likely Odisha college outcomes for the General category in 2026, based on 2024 and 2025 trends.

Expected NEET Score vs AIR vs Odisha Govt College Chance (General Category)

NEET Score Range Expected AIR (Approx.) Likely Odisha Govt College (State Quota)

General / Open (UR) 620+ marks Under ~36,549 across all govt colleges
EWS 600+ marks Up to ~32,712
SC 500+ marks Up to ~1,45,778
ST 480+ marks Up to ~3,80,808

These are indicative benchmarks based on 2024–25 data. The 2026 General category cutoff may be tighter due to the new reservation policy. Do not finalise predictions until the official NEET UG 2026 result is out and OJEE publishes the state merit list.

Top Medical Colleges in Odisha Accepting NEET 2026

Odisha has a strong mix of government and private medical colleges. Government colleges offer heavily subsidised fees and strong clinical exposure through large attached hospitals. Private colleges have higher fees but offer modern infrastructure.

Top Government Medical Colleges in Odisha

College Location MBBS Seats State Quota Seats Approx. Annual Fee
SCB Medical College & Hospital Cuttack 250 213 Rs. 20,000 – 30,000
VIMSAR (Veer Surendra Sai Institute) Burla, Sambalpur 200 170 Rs. 20,000 – 30,000
MKCG Medical College & Hospital Berhampur 250 213 Rs. 20,000 – 30,000
Pt. Raghunath Murmu Medical College Baripada 125 107 Rs. 20,000 – 30,000
Saheed Laxman Nayak Medical College Koraput 125 107 Rs. 20,000 – 30,000
Sri Jagannath Medical College & Hospital Puri 100 85 Rs. 20,000 – 30,000
Fakir Mohan Medical College Balasore 100 85 Rs. 20,000 – 30,000
Bhima Bhoi Medical College Balangir 100 85 Rs. 20,000 – 30,000

SCB Medical College in Cuttack is the oldest and most prestigious medical institution in Odisha, attached to one of the largest government hospitals in Eastern India. VIMSAR in Burla and MKCG in Berhampur follow closely, with strong hospital infrastructure and wide clinical exposure. Newer government colleges in Puri, Balasore, and Balangir are good options for General candidates in the 30,000–80,000 rank range. For SC/ST candidates, newer colleges in tribal districts like Koraput and Baripada attract relatively lower cutoffs and have strong community health rotation opportunities.

Top Private Medical Colleges in Odisha

College Location MBBS Seats Approx. Annual Fee
Kalinga Institute of Medical Sciences (KIMS) Bhubaneswar 250 Rs. 17–19 lakhs
IMS & SUM Hospital Bhubaneswar 250 Rs. 17–19 lakhs
Hi-Tech Medical College & Hospital Bhubaneswar 150 Rs. 7–8 lakhs
Hi-Tech Medical College & Hospital Rourkela 100 Rs. 6–7 lakhs
DRIEMS Institute of Health Sciences Kairapari, Cuttack 100 To be announced

KIMS and SUM Hospital are well-known nationally and have strong postgraduate programmes. Hi-Tech Medical College offers a more affordable fee compared to KIMS and SUM, making it a popular fallback for students who just miss government college cutoffs. AIIMS Bhubaneswar (125 MBBS seats) is a central institution and uses its own admission process — it does not participate in OJEE counselling.

Odisha NEET Counselling 2026: Reservation Policy

Odisha follows a state-specific reservation structure for NEET counselling. In April 2026, the Odisha government approved a major revision to its reservation policy, effective from the 2026–27 academic year. This change has significant implications for all categories.

New Vertical Reservation Structure (Effective from 2026)

Category New Reservation % (From 2026) Earlier % (Up to 2025)
Scheduled Tribe (ST) 22.5% 12%
Scheduled Caste (SC) 16.25% 8%
SEBC (Odisha equivalent of OBC) 11.25% 11%
Total Vertical Reservation 50% 31%
General / Open (UR) 50% 69%

This is a major change. SC reservation more than doubled from 8% to 16.25%. ST reservation went up by nearly 90%, from 12% to 22.5%. The total vertical reservation now touches the 50% constitutional ceiling. General category seats are significantly fewer in 2026. General candidates must not assume 2024 or 2025 closing ranks will hold — expect tighter competition for Open/UR seats.

Horizontal Reservation (Applicable Across All Vertical Categories)

Horizontal Category Reservation %
Economically Weaker Section (EWS) 10%
Physically Challenged / PwD (PC) 5% per vertical category
Ex-Servicemen (ES) 3%
Green Card Holders (GC) 5%
State Government School Students (SGS) 15%

Key Points About Odisha’s Reservation Framework

  • Odisha does not have a standalone "OBC" category. SEBC (Socially and Educationally Backward Classes) is the functional equivalent of OBC in Odisha, with 11.25% reservation.
  • SC and ST caste certificates must be issued by the Odisha government. Certificates from other states are not valid for Odisha state quota.
  • Green Card (GC) benefits families holding a valid Green Card issued by the local Tahsildar in Odisha, typically covering economically weaker families.

Ques. Is Odisha domicile certificate mandatory for NEET counselling in Odisha?

Ans. Yes. A valid Odisha Domicile/Nativity Certificate issued by the Tahsildar of Odisha is mandatory for all state quota seats through OJEE. Without this, your seat will be cancelled at document verification even if you have paid all fees. If you do not yet have this certificate, apply for it immediately at your local Tahsildar’s office — processing can take time.

Ques. Who conducts Odisha NEET Counselling 2026?

Ans. Odisha NEET Counselling 2026 is conducted by the Odisha Joint Entrance Examination (OJEE) Board under the Directorate of Medical Education and Training, Government of Odisha. OJEE handles registration, document verification, state merit list, choice filling, and seat allotment for MBBS and BDS admissions through the state quota on the portal ojee.nic.in.

Ques. What is the registration fee for Odisha NEET counselling 2026?

Ans. The registration fee for Odisha NEET UG Counselling 2026 is Rs. 1,000 for General/EWS/SEBC candidates and Rs. 500 for SC/ST/PwD candidates. This fee is non-refundable. At the time of seat allotment, you also pay a refundable seat confirmation deposit of Rs. 10,000 (General/EWS/SEBC) or Rs. 5,000 (SC/ST). The deposit is refunded when you report to the college and complete admission formalities.

Ques. How many MBBS seats are available in Odisha through OJEE state quota?

Ans. Approximately 1,813 MBBS seats are available through OJEE state quota. Odisha has around 2,675 total MBBS seats across 19 medical colleges. Government colleges fill 85% of their seats as state quota via OJEE and the remaining 15% goes to All India Quota through MCC. Private colleges fill 100% of seats through OJEE. AIIMS Bhubaneswar (125 seats) is a central institution and uses its own admission process — it is not part of OJEE counselling.

Ques. What is the new reservation policy for Odisha NEET Counselling 2026?

Ans. Odisha approved a major reservation revision in April 2026, effective from the 2026–27 academic year. The new vertical reservations are: ST — 22.5% (previously 12%), SC — 16.25% (previously 8%), SEBC — 11.25% (previously 11%). Total vertical reservation is now 50%, reducing Open/General category seats from 69% to 50%. General category candidates should expect significantly tighter closing ranks in 2026 compared to 2024 and 2025 data.

Ques. What is the difference between Freeze and Float in OJEE counselling?

Ans. After allotment in each round, you choose one of two options:

  • Freeze: Accept the allotted seat and exit all further rounds. You go directly to college admission. No upgradation is possible after Freeze.
  • Float: Accept the current seat but stay in the next round for a possible upgrade to a higher-preference college. If no better seat is available, you keep the current allotment. Float is the safer choice unless you are fully satisfied with your current allotment.

Ques. Is AIIMS Bhubaneswar part of Odisha NEET counselling through OJEE?

Ans. No. AIIMS Bhubaneswar is a central government institution and all 125 MBBS seats there are filled through MCC under the All India Quota. OJEE does not manage AIIMS Bhubaneswar admissions. You must register separately on the MCC counselling website to apply for AIIMS Bhubaneswar — you cannot get a seat there through Odisha NEET Counselling.

Ques. Does Odisha NEET counselling have OBC reservation?

Ans. Odisha does not have a separate "OBC" category for NEET counselling. The equivalent in Odisha is SEBC (Socially and Educationally Backward Classes), which carries 11.25% reservation in the 2026 cycle. If you are categorised as OBC in your state, you need a valid Odisha SEBC certificate to claim the SEBC benefit in Odisha state quota — your home state’s OBC certificate will not be accepted.

Ques. What is the bond obligation for Odisha state quota MBBS admission?

Ans. All candidates admitted through Odisha state quota must sign a bond on Rs. 21 non-judicial stamp paper at the time of reporting to college. This bond commits you to two years of compulsory medical service in Odisha after completing your MBBS. The penalty for breaking the bond is Rs. 25 lakh. Dropping out mid-course before completing MBBS carries a penalty of Rs. 10 lakh. Prepare the bond document before your reporting date.

Ques. What NEET score do I need for government medical colleges in Odisha?

Ans. Based on 2024 actual data, General category candidates typically need a NEET score equivalent to AIR under 7,961 for SCB Cuttack, under 13,592 for MKCG Berhampur, and under 15,408 for VIMSAR Burla. For newer government colleges, General candidates with AIR around 30,000–80,000 (roughly 540–580 marks) may still secure a seat. With the 2026 reservation policy reducing General category seats, closing ranks are expected to be tighter. SC candidates have historically qualified with AIR under 1,50,000 and ST candidates with AIR under 3,80,000 for some government college seat.

Ques. How many rounds does Odisha NEET counselling 2026 have?

Ans. OJEE typically conducts three main rounds (Round 1, Round 2, Round 3) followed by a Stray Vacancy Round. Round 1 is expected in August 2026, Round 2 in August–September, Round 3 in September–October, and the Stray Vacancy Round in November 2026. In 2025, the stray vacancy round ran on November 13–14. The full round-wise schedule will be published by OJEE on ojee.nic.in after the state merit list is released.
