Haryana NEET UG Counselling 2026 is conducted by the Directorate of Medical Education and Research (DMER), Haryana, for admissions to MBBS and BDS programmes in government, government-aided, and private medical and dental colleges across the state. The counselling covers the 85% state quota seats reserved for Haryana bonafide candidates and is administered through Pt. B. D. Sharma University of Health Sciences (UHSR), Rohtak. As of June 8, 2026, DMER Haryana has not released the 2026 counselling schedule — the NEET UG 2026 re-exam on June 21, 2026 must be conducted and results declared before counselling dates can be announced.

  • NEET UG 2026 Re-Exam: The re-exam is scheduled for June 21, 2026. Results are expected in July 2026. No Haryana counselling dates will be announced before the re-exam result is out.
  • Haryana NEET Counselling Round 1 Registration: Expected to open in the first or second week of August 2026, based on the 2025 pattern when registration opened on August 8, 2025.
  • Haryana NEET Counselling Round 1 Allotment: Expected in mid-August 2026. In 2025, provisional allotment was released on August 14 within six days of registration opening.
  • Available Seats: Haryana has approximately 2,710+ MBBS seats and 650+ BDS seats across government and private colleges. Of government college seats, 85% are filled through state counselling and 15% through All India Quota (AIQ) managed by MCC.

What is Haryana NEET Counselling 2026?

Haryana NEET UG Counselling 2026 is the state-level centralized admission process through which NEET-qualified students can secure MBBS and BDS seats in Haryana’s medical and dental colleges. DMER Haryana — the Directorate of Medical Education and Research — is the official conducting authority, and all rounds of counselling are administered through Pt. B. D. Sharma University of Health Sciences (UHSR), Rohtak. The official portals are dmer.haryana.gov.in and hry.online-counselling.co.in.

The state quota covers 85% of the total sanctioned seats in all government and government-aided medical and dental colleges. The remaining 15% of government college seats fall under the All India Quota (AIQ), which is managed separately by the Medical Counselling Committee (MCC). You must register with MCC independently for those 15% seats.

Private medical and dental college seats in Haryana are distributed as: 50% state quota (for Haryana domicile candidates), 35% management quota (open to all-India candidates), and 15% NRI quota (within management seats). All three categories are filled through DMER Haryana’s counselling process — no separate private college counselling exists in the state.

Why is Haryana NEET Counselling 2026 delayed? NEET UG 2026 is a re-exam scheduled for June 21, 2026. The consolidated national rank list — which all state counsellings depend on — will only be released after the re-exam result is declared, likely in July 2026. Because of this, DMER Haryana has not released any counselling schedule as of June 8, 2026. Based on the 2025 pattern, counselling is expected to begin in August 2026.

Haryana NEET Counselling 2026 Eligibility Criteria

You must meet all of the following conditions to participate in Haryana NEET Counselling 2026. Meeting the NEET minimum qualifying percentile alone is not sufficient — the Haryana domicile requirement is equally important for the 85% state quota.

Nationality and Age

  • You must be an Indian citizen.
  • You must be at least 17 years of age as of December 31, 2026.
  • There is no upper age limit for MBBS/BDS admissions (as per the Supreme Court’s direction, applicable from 2022 onwards).

NEET UG 2026 Qualifying Marks

  • General / EWS category: Minimum 50th percentile in NEET UG 2026
  • SC / BC-A / BC-B: Minimum 40th percentile in NEET UG 2026
  • General-PwD: Minimum 45th percentile
  • SC / BC / EWS-PwD: Minimum 40th percentile

These are national NMC-mandated qualifying thresholds. The actual admission cutoff (closing rank) is far more competitive — for example, the General category closing rank at Pt. BDS PGIMS Rohtak in 2025 was 8,821 (567 marks out of 720), much stricter than the national qualifying cutoff.

Haryana Domicile Requirement (for State Quota)

To claim any of the 85% state quota seats in government or government-aided colleges, you must hold a valid Haryana bonafide resident certificate. You can satisfy domicile through either of these routes:

  • A Haryana Residence Certificate issued by a Tehsildar, Sub-Divisional Magistrate (SDM), or Deputy Commissioner (DC) of any Haryana district — showing that you or your parents are bonafide residents of Haryana.
  • A certificate from the principal of your last-attended government school or college in Haryana, confirming you completed your schooling in the state.

Candidates from other states cannot claim state quota seats in government colleges. They can only apply for the 15% AIQ seats (through MCC) or the management / NRI quota in private colleges (which does not require Haryana domicile).

Academic Qualification

  • You must have passed Class 12 (or equivalent) with Physics, Chemistry, and Biology/Biotechnology as compulsory subjects, along with English.
  • Minimum aggregate of 50% marks in PCB at Class 12 (40% for SC/BC/PwD candidates).

NRI / Management Quota Eligibility

  • Management quota (35% of private college seats): Open to all-India candidates. No Haryana domicile needed. Admission is on NEET merit within management quota seats.
  • NRI quota (15% of management seats in private colleges): For actual NRIs, OCIs, PIOs, or their wards. Valid NRI documentation required. NEET qualification is mandatory.

Haryana NEET Counselling 2026 Process and Rounds

Haryana NEET counselling is conducted in up to four rounds. Each round follows the same basic structure: registration → choice filling and locking → provisional allotment → fee payment → document verification → reporting. You must register afresh for each round you wish to participate in.

Round 1 — First Allotment

Round 1 is the main counselling round. Most government college seats are filled in this round. You should register as soon as Round 1 opens — the window is usually only 5 days long. Based on 2025 data, Round 1 registration opened August 8 and closed August 13. Provisional allotment was released just one day later. After allotment, you have approximately 5 days to pay the security deposit and accept your seat.

Round 2 — Second Allotment

Seats that were not accepted in Round 1 — plus seats freed by candidates who withdrew — are available in Round 2. If you received a seat in Round 1 and want a better option, you can choose to "upgrade" and participate in Round 2. If you upgrade but do not get a better seat, your Round 1 seat is held for you (you can choose to freeze it). In 2025, Round 2 ran from September 11–24.

Round 3 — Mop-Up Round

The Mop-up Round is open to candidates who did not get a seat in Rounds 1 or 2, as well as fresh registrants. Only seats remaining unfilled after two rounds are available. Mop-up rounds typically have a smaller seat pool but also slightly lower competition. In 2025, the mop-up round ran from October 7–22.

Stray Vacancy Round

If any seats remain vacant after the Mop-up Round, DMER Haryana conducts a Stray Vacancy Round. Participation is on a walk-in basis at UHSR Rohtak. Seats available in this round are very limited and admission is strictly on NEET merit within the available category seats. In 2025, the stray vacancy round ran November 13–20.

Upgrade, Freeze, or Withdraw — What You Should Know

Option What Happens Security Deposit
Upgrade You keep your current allotted seat and participate in the next round hoping for a better choice Rolled over; stays with DMER
Freeze You accept your current seat and exit all further rounds Transferred to allotted college as first-year fee
Withdraw You formally opt out; your allotted seat is cancelled Refunded (after applicable deductions)
Not Reporting You were allotted a seat but did not report by the last joining date Forfeited entirely

If you decide not to join an allotted seat, always formally withdraw through the portal before the deadline. Simply not showing up will result in full forfeiture of your security deposit.

How to Register for Haryana NEET Counselling 2026

Registration for Haryana NEET counselling is done entirely online on the official DMER/UHSR portal. You must complete a fresh registration at the start of each round. Here is the step-by-step process:

  • Step 1 — New Registration: Go to dmer.haryana.gov.in or hry.online-counselling.co.in. Click "New Registration." Enter your NEET UG 2026 Roll Number, Application Number, date of birth, and mobile number. The system will generate a User ID and password — save these immediately.
  • Step 2 — Fill the Application Form: Log in and fill in your personal, academic, and category details. Upload scanned documents as required (see Documents section). Double-check all entries before submitting — corrections after submission are not always possible.
  • Step 3 — Pay Fees: Pay the non-refundable registration fee and the refundable security deposit online via net banking, debit card, or credit card. Without successful fee payment, your registration remains incomplete and you will not be considered for seat allotment.
  • Step 4 — Choice Filling and Locking: Use the choice filling window to rank all the colleges and courses you want. Include both government and private options. Rank your most preferred college first. Add at least 15–20 choices to maximise your chances. Click "Lock Choices" before the deadline — unlocked choices are auto-locked in the last-saved order.
  • Step 5 — Check Allotment: After the allotment result is published, log in to view your seat. If allotted, pay the security deposit (if not already paid) and proceed to document verification at UHSR Rohtak or the designated centre.
  • Step 6 — Report to College: After document verification, collect your admission letter and physically report to the allotted college before the last joining date. Missing this deadline forfeits your seat and deposit.

Keep checking dmer.haryana.gov.in for the official registration opening date. The Round 1 window in 2025 was open for only 5 days — missing it means waiting for Round 2 with fewer seats.

Documents Required for Haryana NEET Counselling 2026

You must carry original documents along with two self-attested photocopies each when you report for physical document verification at UHSR Rohtak. Missing even one original document can result in cancellation of your allotted seat.

  • NEET UG 2026 Admit Card
  • NEET UG 2026 Scorecard / Rank Letter
  • Class 10 Certificate and Marksheet (for date of birth proof)
  • Class 12 Certificate and Marksheet

All category certificates (SC, BC-A, BC-B, EWS, ESM) must be issued by a Haryana government authority. Certificates from other states are not accepted for the Haryana state quota.

Haryana NEET Counselling 2026 Fees

Haryana NEET counselling involves two payments: a non-refundable registration fee (charged every round you register for) and a refundable security deposit (collected when you accept a seat). Both must be paid online — no offline payment is accepted.

Non-Refundable Registration Fee (Per Round)

Category Registration Fee
General / Open (UR) ₹4,000 per round
SC / BC-A / BC-B / EWS (Haryana domicile) ₹1,000 per round
NRI ₹10,000 per round

This fee is charged each time you register for a round. If you register for Round 1 and Round 2 separately, you pay the fee twice. It is non-refundable regardless of whether you receive a seat or not.

Refundable Security Deposit (On Seat Acceptance)

College Type Category Security Deposit
Government / Government-Aided Medical or Dental College General / Open ₹10,000
SC / BC / EWS / PwD ₹5,000
Private Medical College (MBBS) All categories ₹2,00,000
Private Dental College (BDS) All categories ₹1,00,000

The security deposit is refunded if you withdraw before the prescribed deadline. If you accept a seat and fail to report by the joining deadline without formally withdrawing, the security deposit is forfeited. Fee amounts above are based on 2025 data and are expected to remain the same in 2026 — verify on dmer.haryana.gov.in once the official notification is released.

Haryana Reservation Policy for NEET Counselling 2026

All reservations below apply to the 85% state quota seats in government and government-aided medical and dental colleges, and to the 50% state quota seats in private colleges. The 15% AIQ seats (managed by MCC) are open to all-India candidates without any state-specific reservation.

Category Reservation Key Condition
Scheduled Castes (SC) 20% Non-creamy layer SC certificate from a Haryana authority
Backward Classes Block-A (BC-A) 16% Non-creamy layer BC-A certificate from a Haryana authority (not older than 6 months)
Backward Classes Block-B (BC-B) 11% Non-creamy layer BC-B certificate from a Haryana authority (not older than 6 months)
Economically Weaker Sections (EWS) 10% Income and asset certificate from a competent Haryana authority
Persons with Disabilities (PwD) 3% (horizontal) Disability of ≥40%; certificate from a competent medical board
Ex-Servicemen (ESM) and Dependents 3% sub-quota (horizontal) 1% each embedded within General, SC, and BC category seats; ESM pools: Open-ESM, SC-ESM, BCA-ESM, BCB-ESM
Freedom Fighters and Dependents Sub-quota within General pool Certificate of Dependent of Freedom Fighter required
General / Open (UR) Remaining ~40% (after all reservations) Open to all Haryana domicile candidates on NEET merit

SC + BC-A + BC-B + EWS reservations together account for 57% of state quota seats. Candidates whose family income exceeds the creamy layer limit are treated as General/Open for counselling purposes, even if they belong to a BC category. The 3% PwD is a horizontal reservation overlaid on all vertical categories — a PwD candidate from the SC category, for example, competes within the SC-PwD pool first.

Haryana NEET Counselling Cutoff 2025: State Quota Closing Ranks

The table below shows the 2025 state quota closing NEET ranks (final round) for major government medical colleges in Haryana. These serve as the best reference for estimating 2026 cutoffs — though actual 2026 cutoffs will depend on re-exam difficulty, total candidates, and seat availability. The 2025 cutoffs dropped notably from 2024 due to changes in exam difficulty.

2025 Closing Ranks — State Quota (85%), Government Medical Colleges

College Category 2025 Closing Rank 2025 Score (approx.) 2024 Score (approx.)
Pt. BDS PGIMS, Rohtak General / Open 8,821 567 680

SC 111,142 482
SHKM GMC, Nalhar (Nuh) General / Open 17,398 548
EWS 17,435 541
BC-A 21,086 537
SC 108,959 485

You should use the 2025 closing ranks as a benchmark. If NEET UG 2026 re-exam is moderate in difficulty, expect 2026 scores to be in a similar range. If the re-exam is easier, cutoffs may go up; if harder, cutoffs may drop as they did from 2024 to 2025.

What score do you need for a government MBBS seat in Haryana? Based on 2025 data:

  • Top colleges (PGIMS Rohtak, ESIC Faridabad): You need above 560 marks in General category
  • Mid-tier government colleges (KCGMC Karnal): Above 550 marks in General category
  • Lower-tier government colleges (BPS GMC, SHKM GMC): Above 545–552 marks in General category
  • SC category: Above 480–510 marks depending on the college

Haryana NEET Counselling 2026 Seat Allotment

Seat allotment in Haryana NEET counselling is purely based on NEET rank, category, domicile status, and your choice order. The system automatically assigns the highest-ranked available choice from your list based on your merit. You cannot negotiate or change your seat after allotment without going through the formal upgrade/withdraw process in the next round.

How Seat Allotment Works

  • After the choice-filling window closes, the system processes all registered candidates’ choices against the available seat pool.
  • Candidates are sorted by NEET rank within each category pool (General, SC, BC-A, BC-B, EWS, PwD, ESM).
  • The highest-ranked candidate in each pool gets their first available choice; the next candidate gets their best available choice from the remaining seats, and so on.
  • Provisional allotment is published on the portal — it is "provisional" because seats can be cancelled at document verification if your documents are found invalid.
  • Final allotment is confirmed only after successful document verification at UHSR Rohtak.

After Allotment — What You Must Do

  • Log in to the portal and check your allotment within the same day of publication.
  • Pay the security deposit online within the fee payment window (usually 5 days after allotment).
  • Report to the document verification centre at UHSR Rohtak on the scheduled date with all original documents and two sets of photocopies.
  • Collect your Admission/Reporting Letter from UHSR after document verification.
  • Report to your allotted college with the Admission Letter before the last joining date and time.

Missing the last joining date — even by one hour — results in cancellation of your seat. The joining deadline in 2025 was 4:00 PM on the specified date. Plan your travel accordingly.

Seat Allotment for Stray Vacancy Round

The Stray Vacancy Round uses a walk-in process. You must appear in person at UHSR Rohtak on the designated date with all original documents. Seats are allotted on the spot based on NEET merit and the seats available. This round is your last chance if you could not secure a seat in Rounds 1, 2, or 3.

Ans. Haryana NEET UG Counselling 2026 is conducted by the Directorate of Medical Education and Research (DMER), Haryana. All rounds of counselling are administered through Pt. B. D. Students must register and complete all formalities on these portals.

Ques. When will Haryana NEET Counselling 2026 start?

Ans. DMER Haryana has not released any official 2026 counselling schedule as of June 8, 2026. The NEET UG 2026 re-exam is scheduled for June 21, 2026, and the consolidated rank list will only be available after its result — likely in July 2026. Based on the 2025 pattern (Round 1 opened August 8, 2025), Round 1 registration for 2026 is expected to open in the first or second week of August 2026. Keep checking dmer.haryana.gov.in for the official announcement.

Ques. How many MBBS and BDS seats are available in Haryana through NEET counselling?

Ans. Haryana has approximately 2,710+ MBBS seats across government, government-aided, and private medical colleges, and approximately 650+ BDS seats across one government dental college (PGIDS Rohtak, 100 seats) and multiple private dental colleges. Of the government college seats, 85% go to Haryana bonafide candidates through state counselling. The remaining 15% go to the All India Quota managed by MCC. Private college seats are divided as 50% state quota, 35% management quota, and 15% NRI quota.

Ques. Is Haryana an open state for NEET counselling?

Ans. No, Haryana is not an open state for NEET counselling. The 85% state quota seats in government and government-aided colleges are reserved exclusively for Haryana bonafide candidates who hold a valid Haryana domicile certificate. Candidates from other states can only apply for the 15% All India Quota (AIQ) seats in government colleges through MCC, or for management and NRI quota seats in private colleges — both of which do not require Haryana domicile.

Ques. What score do I need to get a government MBBS seat in Haryana through NEET 2026?

Ans. Based on 2025 state quota closing data, you need approximately:

  • Above 560 marks for top government colleges like PGIMS Rohtak and ESIC Faridabad (General category)
  • Above 545–555 marks for mid-tier government colleges like KCGMC Karnal and BPS GMC Sonepat (General category)

This fee is charged per round and is not refunded regardless of allotment outcome. If you register for multiple rounds, you pay the fee each time.

Ques. What is the most important document for Haryana NEET counselling state quota?

Ans. The most important document for the 85% state quota is the Haryana domicile / bonafide resident certificate, issued by a Tehsildar, SDM, or DC of any Haryana district. Without this certificate, you cannot claim any state quota seat in government or government-aided colleges. All category certificates (SC, BC-A, BC-B, EWS) must also be from a Haryana government authority — certificates from other states are not accepted.

You must register separately for each round you wish to participate in. In 2025, all four rounds ran from August to November 2025.

Ques. Can candidates from other states get MBBS admission in Haryana?

Ans. Yes, but only through specific routes. Candidates from other states can apply for:

  • The 15% All India Quota (AIQ) seats in government colleges — through MCC counselling, which is separate from DMER Haryana counselling.
  • 35% management quota seats in private colleges — open to all-India candidates; admission is on NEET merit within available management quota seats.
  • NRI quota seats in private colleges — for NRIs, OCIs, PIOs, and their dependents.

The 85% state quota seats in government and government-aided colleges are only for Haryana bonafide candidates.

Ques. What is the Haryana NEET counselling reservation for SC category?

Ans. The SC (Scheduled Caste) category has a 20% reservation in all 85% state quota seats in government and government-aided medical and dental colleges in Haryana. The SC candidate must hold a caste certificate issued by a competent Haryana government authority. In 2025, the SC closing rank at PGIMS Rohtak (state quota) was 59,417 (approximately 506 marks out of 720). Candidates claiming SC reservation in NEET counselling must be from Haryana-recognised SC communities as per the state’s Scheduled Caste list.

Ques. What happens if I do not report to the allotted college by the joining deadline in Haryana NEET counselling?

Ans. If you are allotted a seat and do not report by the last joining date and time, your seat is automatically cancelled and your security deposit is fully forfeited. You also lose the right to participate in any further rounds of that year’s counselling. If you have decided not to join, always formally withdraw through the counselling portal before the joining deadline — a formal withdrawal may allow partial refund of the deposit depending on the timing.
