It is doable. Most significantly, if you fall below the poverty line, you can get in for free. You must enroll in the first semester, which typically costs between Rs. 3000 and 4000, and then you must pay for registration prior to the final exam. The third semester and the fifth semester follow the same pattern.
All the government recognized scholarships are available but the loan facility is not available. You have scholarships for 12th then also for the degree level. These are the scholarships that gov provides. The college also have there own scholarships schemes. For example if you get into the top 10 list of 12th exam and take admission for degree there the college gives you all the required books for free.
Scholarship for students in lower category eg obc, st, sc is available but for general category didn't provide any scholarships and as a general category student I am very disappointed. Scholarship should be provided to marit or poor category.
I did not know about the scholarship/loan because I didn't get any scholarship/loan during my semester. May be college provide this type of facility but I don't have any idea about this.
