IGNOU, the world's largest university, was founded to provide higher education opportunities, particularly to disadvantaged segments of society, to encourage, coordinate, and set standards for distance and open education in India, and to strengthen India's human resources through education.

Aside from teaching and research, the mainstay of its academic activities is extension and training. It also serves as a national resource centre, promoting and maintaining distance education standards in India. The Secretariats of the SAARC Consortium on Open and Distance Learning (SACODiL) and the Global Mega Universities Network (GMUNET), both of which were initially supported by UNESCO, are housed at IGNOU.

IGNOU currently serves approximately 2 million students in India and 35 countries around the world through twenty-one schools and a network of 59 regional centers, seven sub-regional centers, 2300 study centers, and 52 overseas centres. IGNOU enrols approximately 10% of all students enrolled in higher education in India. IGNOU provides 175 academic programs with 1100 courses at the certificate, diploma, and degree levels.
