The choice must be done purely based on your interest. If you are not that interested in coding and if you take a lot of time to understand the core language, there is no point in opting CS even if it's in high demand. Once you enjoy what you are learning you will succeed in your job position. Otherwise, there is no point in being hung up in a course which you don't enjoy and for four years or even for the rest of your life.

Overall, while both the colleges offer good education, NIT holds a big brand name. However, factors like location and opportunities come first when in such a dilemma. Also, as you are getting the same branch in both the colleges, choose PEC Chandigarh any day.
There is no comparison between IIIT Raipur and IIEST Shibpur for Engineering. IIEST Shibpur is a much older and well established college than IIIT Raipur. Being a student of IIEST Shibpur myself, I can confidently say that the college is much superior when it comes to engineering.

On the other hand, if you are comfortable with a core branch-like civil engineering and at a college like DTU, then you should undoubtedly go with it.

Civil Engineering packages are not excellent across India, but CUSAT is a preferred choice.Civil Engineering is decent for the students if they want to work in core companies. Both IIT Bhubaneswar and IIT IIT Hyderabad are well-recognized as excellent academic institutions for engineering, technology, and management. The choice between IIT Bhubaneswar CSE and IIT Hyderabad Civil depends are various factors like your academic choices, career objectives, and personal preferences.
All of the institutions are well-recognized academic institutions in India. However, I think choosing IIT Bhubaneswar is better than going with chemical engineering at IIT BHU or CSE at NIT Rourkela.
