Since you are considering TCS Digital as another option, I am assuming you have decent coding skills. So, you can build your profile while pursuing an MTech in CSE. Unless you have any financial constraints, it's better to complete your MTech first.
I won’t recommend you choose a dual program from BITS. For CSE, I would highly recommend IIIT Delhi. It has great research opportunities. It does not have the same branch value as NSUT Delhi/ DTU, but its growth rate is high. It will soon become a brand like IIIT Hyderabad. Compared to the new IITs, IIITD has a locational advantage because it is situated in the national capital.
BITS dual is a decent choice, but only if you get a CS. It depends on your performance in the first year. The odds of getting a CS are less than 20% which is pretty low, and the cutoffs keep getting higher each year. As far as the ‘BITS’ tag is concerned, it's really not that important in reality.
For the new IITs, go only if you are getting a CS over there. Do not rely on branch change. Also, avoid going to those located in small/ secluded towns because then you won’t get a lot of exposure. Also, do consider the faculty and infrastructure if you plan to go to a new IIT. My order of preference for CSE is IIITD > NSUT Delhi/DTU > BITS Goa/Hyderabad > IIT.
Thus, for a CSE, I would suggest you to choose either IIITD or NSUT Delhi/DTU.
97 percentile outside Delhi for IIIT Delhi ECE — your chances are possible but it's tight. here's the full picture:
important thing first — IIIT Delhi is NOT part of JoSAA. it has its own separate admission through JAC Delhi counseling along with DTU, NSUT, NIT Delhi etc. a lot of outside-Delhi students miss this and only apply through JoSAA. make sure you register for JAC Delhi separately.
97 percentile = roughly rank 30,000-35,000 range. ECE at IIIT Delhi for outside Delhi candidates (non-Delhi quota) typically closes around rank 25,000-40,000 depending on the year. so you're in the marginal zone — might get it in later rounds, might not.
the good news — IIIT Delhi ECE students get great placement in software (the institute has a strong CS culture that ECE benefits from too). if you get it, it's worth it over most other options at this rank.
IIIT Delhi follows a scheme of bonus marks. These marks are awarded for excellence in academics, sports, olympiads, etc.
The top 1% performers in the 12th CBSE boards are awarded bonus scores. To apply for bonus marks through academics, you must be a Delhi candidate. Without bonus marks, only your JEE Mains rank is considered.

Among these, IIIT Delhi is the better choice for a Computer Science degree. It is a research institute, so you will get to learn through hands-on experience, and projects, rather than just theory. IIIT Delhi CSE syllabus puts more emphasis on core subjects. You will study subjects like Intro to Programming, and Systems Management, from the first year itself.
The programming community at IIIT Delhi is amazing. They have clubs like Byld and Foobar. IIIT Delhi will offer you endless opportunities to upskill yourself.
In terms of placements, IIIT Delhi and BITS Mesra are almost on the same level. As per the 2021 placement highlights, the average CTC for IIIT Delhi was INR 14 LPA.
CSE and CSD at IIIT Delhi are more different than most people think — they're not just the same course with a design elective thrown in.
CSE (Computer Science and Engineering): pure CS program, admission purely through JEE Main/JAC Delhi rank. standard 4-year B.Tech.
CSD (Computer Science and Design):
key thing most answers get wrong — CSD is NOT a dual degree in the traditional sense. it's a 4-year B.Tech in CSD, not CSE + MS. the degrees awarded are different.
verdict: if you want pure software career — CSE is simpler and cleaner. if you're genuinely interested in design + tech (UX, product design, graphics) — CSD is genuinely unique and worth it. don't take CSD just to get into IIIT Delhi if you hate design.
If you're trying to decide between IIIT Delhi and IIIT Allahabad, know that IIIT Delhi is better in many ways.
However, it's true that both IIIT Delhi and IIIT Allahabad aren't as good as IIIT Hyderabad at the moment. That being said, don't be surprised to see IIITD catching up soon, given its impressive progress over the years. In fact, IIITD has nearly doubled its campus size this year, and as a government university, the facilities and infrastructure are shocking - indoor heated swimming pool, stylish buildings and hostels, and awesome wifi speed.
Ultimately, whether to choose ECE or CSE depends entirely on your interests.
It's worth noting that IIIT Hyderabad's ECE program is superior to both IIIT Delhi's CSE program and IIIT Allahabad's CSE program.

NSUT Delhi is a better option for extracurriculars and IIITD is a better choice for a career in research. If you wish to go for an M.S. (Research), choose IIIT Delhi.
IIIT Delhi has a great faculty and curriculum. At NSUT Delhi, the faculty won’t teach you the intricacies of a subject as it will in IIITD. However, you won’t have much time to spare after all the assignments at IIIT Delhi. If you want to create stuff (for eg. an AI chatbot) or are into game designing, etc, NSUT Delhi will give you the free time needed for that. College life and clubs are all better at NSUT Delhi.
