You should choose ECE in NIT Jalandhar over Electrical/Mechanical in PEC Chandigarh. NIT is not an NIT solely because of the label. If you are perplexed, come to campus. You will be so taken with the campus that you will forget about the other factors.

Even if you are an average performer with the ability to express yourself, you will have no trouble finding work. People are caring and giving. Mech is a challenging but rewarding department; you will enjoy your time here. The only thing keeping NIT J down right now is that it is relatively new, so it has a smaller alumni base, but it is rapidly growing. Finally, NIT Jalandhar is preferred over PEC.
No, upgrading an institute to an IIT is a long and difficult process and therefore the presence of IIT Ropar, IIT Delhi, IIT Roorkee within the vicinity doesn't help its cause.
