Amity University Noida is a better option for B.Tech in CS. It offers good infrastructure. Amity has a good faculty base for CSE. CSE at IGDTUW — it's an all-women's government university in Delhi, excellent campus environment for women students, strong alumni network in Delhi tech companies, government college fees (very affordable), and CSE is the best branch to be in for software careers. the women-only campus is a genuine advantage in terms of safety and focused academic culture.
ECE at NSIT/DTU/IIIT Delhi — all three are mixed-gender, more prestigious institutions. IIIT Delhi ECE specifically is excellent for tech — the institute has a strong coding culture and ECE students regularly get SWE roles. DTU and NSUT ECE are decent but the branch doesn't give the same software career advantage as CSE.

As per the latest stats, you will not be able to get admission in CSE at IIT Roorkee at this rank if you are from the general category. I think that you should choose EE at IIT Kanpur over CSE at IIT Roorkee because of the following reasons:-
NIT Rourkela started branch change facility from academic year 2017-2018. For a branch change, your first year CGPA and seat availability in the desired course will be considered. However, to answer you precisely, it is not easy to get a branch change, that too into CSE. Top scorers at NIT Rourkela are able to achieve this feat.
The main obstacle is that students acquire a laid back attitude after getting an admission into an NIT or IIT. Even if you work 1/10th as hard as you did during your JEE preparation, you will get a good CGPA and your chances for a branch change will be high. IIT Roorkee, NIT Trichy, and NIT Warangal are well-established institutes in India. The scope of metallurgy is comparatively lower than that of CSE. IIT Roorkee mainly concentrates on textual learning and does not give the students exposure to practical learning. The placement is very poor here; the students from the metallurgy department usually end up in data analytics and coding.
