Life at IIT Bhilai is great.
The labs are open 24*7 for access, and the annual techno-cultural fest of IIT Bhilai ‘Meraz’ is the biggest in Chhattisgarh. It takes place after 1st tierce exams, which are held in September. The hostels have recreational rooms with TV, TT tables and Carrom Boards. Badminton courts are also available for hostellers. There are plenty of clubs at IIT Bhilai, like the Electronics Club (Electromos), the Dance Club, the Music Club, etc. You can apply for any of these.
Apart from the fest, Inter IIT competitions and Diwali celebrations take place during odd semesters. The highlight of even semesters is Prayatna, the Inter-College Sports League. It lasts for 2 months, and is a lot of fun. You can either participate in the league or cheer for your friends. The college also hosts Smart India Hackathon and Cult Night in which the Music, Dance and Dramatics Clubs showcase their talent. Then, there are Holi Celebrations.
No college is boring, be it IIT Dharwad or IIT Bhilai. Each place has its own clubs and societies. It totally depends on you whether you spend your time sitting in the hostel room, or participate in various college activities.
I am a student of one of these new IITs- IIT Goa, which was established in 2016. IIT Goa is an Institute of National Importance, and is mentored by IIT Bombay. IITB supports the institution in every manner, be it for academics or infrastructure.

The college is under constant development and improvement, both academically and infrastructurally. IIT Goa is a good college with a lot of potential. You can ask some seniors from IIT Tirupati, IIT Bhilai and IIT Dharwad about their respective colleges.

However, if you look at the bright side then IGNOU is Asia's best distance-learning platform and is improving itself. Now, you can get your study material right at your doorstep at no additional cost which is very cost and time effective. So we can safely conclude that although IGNOU lacks in certain areas, its pros overshadow the cons to a large extent.
Ph.D. has its own value, and IGNOU is the world's largest university, so it most certainly has value. There are private universities, such as Manipal, that have their own individual value in terms of employment.
The question is how much time you will spend learning and researching the field you intend to pursue. There is no need to be concerned about the doctorate value if you finish learning the subject of your choice to the best of your ability. You should earn your Ph.D. rather than purchasing one.
