All three colleges, IIT Dhanbad, IIT BHU, and MNNIT Allahabad, are well-reputed and offer quality education in their respective fields. However, the choice between the three ultimately depends on your personal preferences and career goals. Here are some points to consider:
IIT Dhanbad (CS):

Cons: Relatively new compared to some of the other IITs, so may not have as established an alumni network.
IIT BHU (Electrical):

Cons: As an Electrical Engineering program, it may not have as many opportunities to specialize in Computer Science.
MNNIT Allahabad (CS):

Cons: May not have as established an alumni network compared to the older IITs.
Based on the above factors, it would be recommended to consider IIT Dhanbad (CS) as the best option among the aforementioned colleges.

Placement:
Academics:
Exam Pattern: You will definitely score more than or equal to 90% if you solve 3-4 previous years semester endpapers.
Not commenting anything on lower IIITs since I don’t have much knowledge about it. But, if given a chance to join any RVCE or any lower IIIT like Kota or Vadodara, I would always go for RVCE.
BIT Mesra offers good placements to CSE/IT students.
2020 Placement Statistics:
Apart from the good placement statistics, there are a number of other benefits of pursuing CSE/IT at BIT Mesra such as online/virtual coding competitions held every day, internships from the second year itself, paid internships in the third year too, and a strong alumni base.
The choice must be done purely based on your interest. If you are not that interested in coding and if you take a lot of time to understand the core language, there is no point in opting CS even if it's in high demand. Once you enjoy what you are learning you will succeed in your job position. Otherwise, there is no point in being hung up in a course which you don't enjoy and for four years or even for the rest of your life.

If you don't have a specific preference and you are okay with either CS or civil, then clearly assess college reputation, placement stats, and other opportunities in the respective fields which are briefed out below.
As a branch CSE is on top when compared to Civil. But when you compare PEC and UIET, PEC has an upper hand. Set your priorities straight and opt for the best college for you.
