In the 2015 Batch, there were 3 students from the Computer science branch, who went abroad. One of them went to Washington for a direct Ph.D., another went to CMU for MS and a guy went to John Hopkins for MS.
In the Electrical Engineering branch, one guy went to Denmark Technical University, another guy went to Florida State University for MS (Unfunded) in the 2015 batch.
You can go to a lot of places unfunded. With good grades, you can get funding via direct Ph.D. work on internships and projects. Work in getting good Letter of Recommendations from professors. Try to make good relations with all professors.
If you persevere enough yes, you can go. Otherwise, your best chance would be via M.Tech at IISC, IITs, etc, and then Ph.D. abroad.
IIEST Shibpur will be a better choice than YMCA because it is an old institution. The college provides better placement opportunities than YMCA. IIEST has got 20th rank among top institutions. It has been ranked 7th among the top research institutions.
If you are living in Faridabad and do not want to relocate then it will be a problem. Otherwise, you should choose IIEST Shibpur as it has got a better infrastructure, faculty members, and a learning curriculum.
There is no such branch as IT in YMCA. You will have to select the CS branch in YMCA and for that, you will have to score a rank of 200 in AIEE which will be difficult for you. And if you can score the rank then you can easily crack IIT and move to other good colleges.

If your only alternatives are institutes like NIT Durgapur, it will be better to go for IIEST Shibpur. Pursue a B.E. in Civil Engineering and after that do your MTech in Environmental Engineering. You will get way better research exposure at IIEST Shibpur.
There’s no doubts about the fact that 5 years at IIITA is a smarter option compared to anything else. This is because of the simple calculation that you are going to study the same curriculum for 4 years BTech for 3 years. That is all about the core of CS and IT. One core and two electives are a part of the fourth year in a 4-year BTech program, which hardly makes any difference.
