Yes, Thapar University is a good option for pursuing an MTech in Computer Science and Engineering. No matter how much the infrastructure lacks, the students get rewarded in the future if they work hard. Currently, IIIT Ranchi and Thapar may have better infrastructure or even placement records, but NIT Uttarakhand is improving with time and will definitely improve a lot in coming years.
Thapar University is not good for doing Ph.D. The Computer Science department is full of people who are self-involved.

If you have a keen interest in machines, automobiles, and thermodynamics, then you must opt for Mechanical Engineering. If you hold an interest in circuit branches, then you should opt for Electrical Engineering. If you realise your niche and have an honest interest in your branch then your choice of college would not matter much as the Course curriculum for Engineering is almost the same for both colleges.
A lot of people believe that Mechanical Engineering is the toughest but you should do your research before opting for your branch. Choosing the right branch will also give you enough time to prepare for CAT while attending your college.
Thapar University can be the best option if you can afford the fee. You will be given better job opportunities once you complete the degree. BIET Jhansi is recognized in UP only and the placement opportunity is very less. A few of my friends from BIET Jhansi have often complained about lack of resources and a very competitive environment.
My friend studies at Thapar University and absolutely loves the internet speed there amongst other merits. Both the campus and hostels have Wi-Fi connectivity. The internet access speed has gotten better over the years. Till 2017, there was a limit to use only 1 GB in a day, but now there's no limit upon the usage.

One of my friends recently chose Manipal University because the quality of the crowd is much better than Thapar University. The quality of the crowd is deteriorating because of increasing cutoffs and the huge reservation for Punjab residents. Manipal University cutoffs on the other hand are decreasing so it's able to maintain the quality of the crowd better.
So, Manipal Unversity is a preferable choice for the electronics branch.
