It all depends on your long-term plans and interest in the subject. If you are interested in a particular branch, then definitely you can pursue it. The college will only be with you for 4 years, but the knowledge you get will be with you for the rest of your life.

f you plan to choose and pursue a career in civil service or other competitive tests, then you can go for metallurgy or production in PEC. Also If you want to pursue a career in computer science, you can enroll in CSE at UIET without giving it a second thought.
Although NIT Agarta holds a bigger brand name, it is still a growing NIT. On the other hand, PEC has an older history of about 100 years and continues to flourish.

All in all, it is recommended to choose PEC Chandigarh any day over NIT Agartala. PEC definitely belongs to the league with NIT Surat, Allahabad, and others. However, if the NIT tag is all that you are looking for, then go for NIT Agartala.
The cutoffs are released after the spot round. So, it’s difficult to say what is the required cutoff for Electrical branch in the spot round at PEC Chandigarh.
But assuming that you are from the open/general category, these are the starting cut-off ranks for recent years.

Based on what I learned from my friends at these two institutes, I will recommend that you choose MIT Manipal. Many students and faculty in the industry argue that MIT graduates are doing much better than many of their IIT and NIT peers. The reason behind this is the well-rounded personality development you get to experience at MIT Manipal.
Going by the above factors it is safe to say that MIT Manipal is a great choice for an engineering degree.
PEC Chandigarh and NIT Meghalaya, neither of them are good colleges as of now due to some major reasons.

It is suggested to take a year drop and start preparing for JEE Main properly and aim to score higher marks. Appear for the January exam and not the April exam as almost every student targets for it and it can be very difficult to score higher rankings as competition will get very tough. January exam will have less competition and it will be easy to get higher rankings which can indeed open possibilities to get admission in one of the top IITs or NITs.
As these are two distinct branches of engineering, you should pursue a topic that piques your interest.

It all depends on what you're interested in. If you are interested in CS, then choose Thapar (if fees are not an issue) or electrical in PEC Chandigarh.
Both IGDTUW Delhi and PEC Chandigarh are reputed colleges and are equally good but both these courses are very different from each other.
If you are interested in higher studies and want to do M.Tech or Ph.D., then only opt for PEC civil. The pressure for studies would be less. You also have no restrictions in doing extracurricular activities. Here you can focus on other things besides studies, like on your hobbies or learning and developing a new skill or a new language which can be helpful in your career.
